TOWN BOARD ROLL CALL WAS MADE WITH ALL MEMBERS BEING PRESENT.
RESOLUTION NO. 16167
ON MOTION OF SUPERVISOR HAFF, 2ND BY COUNCILMAN DILLON, THE FOLLOWING RESOLUTION WAS ADOPTED 5 AYES, 0 NAYS. VOTING AYE, SUPERVISOR HAFF, COUNCILWOMAN BEECHER, COUNCILWOMAN FOOTE, COUNCILMAN DILLON AND COUNCILMAN DEYOE.
RESOLVED TO PAY THE DUE COUNTY BILL AS AUDITED.
TEAMSTERS AGREEMENT
SUPERVISOR HAFF DISCUSSED THE TEAMSTERS PENDING AGREEMENT CHANGES. ARTICLE XI ELIMINATED ALL REFERENCE TO SPECIFIC DATES FOR HOLIDAYS. AND MARTIN LUTHER KING DAY HAS BEEN REMOVED AS A HOLIDAY. ARTICLE XIII CHANGED TO UPON HIRE NEW EMPLOYEES WILL ACCUMULATE 8 HRS EVERY THREE MONTHS OF SERVICE UNTIL JANUARY 1 OF THE FOLLOWING YEAR AT WHICH TIME WILL RECEIVE PERSONAL LEAVE AS OUTLINED ABOVE. ARTICLE XVII CHANGED TO IF THE HEALTH INSURANCE PLAN REQUIRES A DEDUCTIBLE THE TOWN AGREES TO PAY 100% OF THE SAID DEDUCTIBLE COST. ARTICLE XVIII CHANGED TO INCLUDE HOLIDAYS, VACATION AND SICK LEAVE TO BE CONSIDERED TIME WORKED FOR THE PURPOSE OF CALCULATING OVERTIME. ARTICLE XIX WAGES REVISED TO EFFECTIVE AS OF JANUARY 1, 2017 THE WAGE RATE IN ALL CLASSIFICATIONS SHALL BE $17.78 PER HOUR OR 1.5% INCREASE. EFFECTIVE AS OF JANUARY 1, 2018 THE WAGE RATE IN ALL CLASSIFICATIONS SHALL BE $18.14 PER HOUR OR 2% INCREASE. EFFECTIVE AS OF JANUARY 1, 2019 THE WAGE RATE IN ALL CLASSIFICATIONS SHALL BE $18.50 PER HOUR OR 2% INCREASE. ARTICLE XXI JANUARY 1, 2017 TO DECEMBER 31, 2019.
RESOLUTION NO. 16168
ON MOTION OF SUPERVISOR HAFF, 2ND BY COUNCILWOMAN BEECHER TO ACCEPT THE TEAMSTERS AGREEMENT.
COUNCILMAN DEYOE ASKED TO HAVE MORE TIME TO REVIEW THE AGREEMENT. SUPERVISOR HAFF SAID THAT THE HIGHWAY DEPARTMENT MEMBERS VOTED ON THE AGREEMENT AND ACCEPTED IT. IT IS NOW UP TO THE TOWN BOARD TO REVIEW AND ACCEPT IT. SUPERVISOR HAFF SAID THAT THE AGREEMENT CAN WAIT AND BE ACCEPTED AT THE OCTOBER 18, 2016 MEETING.
THE RESOLUTION WAS RESCINDED BY COUNCILWOMAN BEECHER.
COPIES OF ALL BUDGET ACCOUNTS WITH YEAR TO DATE EXPENDITURE AND DEPARTMENTAL REQUESTS INCLUDED WERE HANDED OUT TO TOWN BOARD MEMBERS. LENGTHY LINE-BY-LINE DISCUSSION FOLLOWED INCLUDING 1.5% WAGE INCREASES AND A 1.1% INCREASE TO THE TAX LEVY.

SUPERVISOR SALARY
COUNCILWOMAN BEECHER DISCUSSED A SALARY COMPARISON SHE DID ON ALL OF THE TOWNS IN WASHINGTON COUNTY FOR SUPERVISOR SALARY, COURT CLERK, HISTORIAN. THERE WAS DISCUSSION REGARDING RAISING SUPERVISOR HAFF’S SALARY.

ON MOTION OF COUNCILWOMAN BEECHER, 2ND BY COUNCILMAN DILLON, THE FOLLOWING RESOLUTION WAS ADOPTED 3AYES, 1 NAY, 1 ABSTAIN. VOTING AYE COUNCILWOMAN BEECHER, COUNCILWOMAN FOOTE AND COUNCILMAN DILLON. VOTING NAY COUNCILMAN DEYOE. VOTING ABSTAIN SUPERVISOR HAFF.

2017 BUDGET PUBLIC HEARING

ON MOTION OF SUPERVISOR HAFF, 2ND BY COUNCILWOMAN BEECHER, THE FOLLOWING RESOLUTION WAS ADOPTED 5AYES, 0 NAY. VOTING AYE SUPERVISOR HAFF, COUNCILWOMAN BEECHER, COUNCILWOMAN FOOTE, COUNCILMAN DILLON AND COUNCILMAN DEYOE.
RESOLVED TO SET 2017 PRELIMINARY BUDGET PUBLIC HEARING TO BE HELD ON TUESDAY, OCTOBER 18, 2016 AT 7:05 P.M.
FUEL TANK SYSTEM
GREG BROWN, HIGHWAY SUPERINTENDENT SAID THAT HE IS WORKING ON OBTAINING 2 QUOTES FOR THE FUEL TANK SYSTEM IMPROVEMENTS. HE HAS 1 QUOTE FOR $4500. HE DISCUSSED THAT THE PUMP DESIGN NEEDS TO BE MODIFIED AS WELL AS SOME ELECTRICAL WORK. SUPERVISOR HAFF SAID THE FUEL INSIDE THE TANKS IS HIGHWAY FUND BUT THE TANK SYSTEM IS BUILDING WHICH IS GENERAL FUND. GREG SAID THAT HE IS ASKING IF THE HARTFORD VOLUNTEER FIRE CO MIGHT CONSIDER PAYING TOWARD THE IMPROVEMENTS AS WELL.
