SUPERVISOR HAFF SAID THAT HE AND HIGHWAY SUPERINTENDENT GREG BROWN HAVE DISCUSSED SWITCHING THE TOWN STREETLIGHTS TO LED FOR MANY YEARS. THE PROCESS HAS STARTED THIS YEAR. SUPERVISOR HAFF SAID THAT HE RECEIVED A LETTER FROM MARIEANN CHERRY, A CAMBRIDGE RESIDENT,

WHO SUFFERS FROM REFRACTORY PHOTOSENSITIVITY FROM LED ARTIFICIAL LIGHTS. SHE WAS INTERESTED IN MOVING TO HARTFORD AND DOES NOT WANT US TO CHANGE OUR STREETLIGHTS. SUPERVISOR HAFF SAID THAT HE CONTACTED ATTORNEY FOR THE TOWN, MIKE BRANDI, IN REFERENCE TO THIS LETTER. THE RESPONSE TO THE TOWN WAS AS FOLLOWS ACCORDINGLY, EVEN IF THE PROVISION OF BUILDING LIGHTING AND STREET LIGHTING IS A “SERVICE, PROGRAM OR ACTIVITY” UNDER THE ADA, THE TOWN HAS LEGITIMATE FINANCIAL AND ADMINISTRATIVE REASONS FOR SEEKING TO INSTALL LED LIGHTING INCLUDING ENERGY SAVINGS, COSTS OF REPLACEMENT LIGHTS, COSTS OF MAINTAINING OLDER LIGHTS, AND ENVIRONMENTAL HARM. FURTHER, THE LONGER LIFE AND INCREASED RELIABILITY OF LED’S RESULTS IN INCREASED PEDESTRIAN AND TRAFFIC SAFETY AND A DECREASE IN CRIME AS THERE ARE FEWER OUTAGES. IN SUM, I BELIEVE THAT THE TOWN MAY MOVE AHEAD WITH INSTALLATION OF LED LIGHTING IN COMPLIANCE WITH THE ADA.
SUPERVISOR HAFF SAID THAT THIS CITIZEN HAS BEEN CONTACTING OTHER TOWNS IN WASHINGTON COUNTY AND HE DISCUSSED AN ARTICLE PUBLISHED IN THE 2/11/21 EAGLE PRESS EDITION SAYING THAT THE VILLAGE OF CAMBRIDGE BOARD DISCUSSED IT AND BECAUSE THE LIGHTS ARE NOT OWNED BY THE VILLAGE, THEY HAVE NOTIFIED THIS RESIDENT TO CONTACT THEIR LAWYER BUT HAVE RECEIVED RUDE RESPONSES. THEY SAID IF THE RESIDENT WANTED TO PAY TO CHANGE THE LIGHTS BACK THEN SHE COULD. SUPERVISOR HAFF SAID THAT HE FEELS BASED ON THE ATTORNEY ADVICE THAT THE TOWN OF HARTFORD SHOULD CONTINUE TO CHANGE THE LIGHTS AS PLANNED.
SET PUBLIC HEARING TO AMEND SUBDIVISION LAW
SUPERVISOR HAFF SAID THAT COUNCILWOMAN BEECHER HAD QUESTIONED SOME OF THE WORDING IN THE SUBDIVISION LOCAL LAW AND TO CLARIFY THE LANGUAGE. SUPERVISOR HAFF SAID THAT JEFF MEYER, ATTORNEY FOR THE TOWN, PREPARED AN AMENDMENT THAT HE WOULD LIKE TO SET A PUBLIC HEARING FOR THE APRIL MEETING AT WHICH POINT IT CAN BE ADOPTED.

SUPERVISOR HAFF SAID THAT HE EMAILED JEFF MEYER, ATTORNEY FOR THE TOWN, ASKING ABOUT THE STATUS OF THE LARRY BURCH $1000 FINE. JEFF MEYER SAID THAT HE STILL DOES NOT HAVE A RESPONSE FROM THE STATE. SUPERVISOR HAFF SAID THAT HE FEELS THAT THE TOWN HAS PROBABLY PAID HIM MORE LEGAL FEES THEN THE FINE WILL RECOVER.
APPOINT PLANNING BOARD ALTERNATE MEMBER

ON MOTION OF SUPERVISOR HAFF, 2ND BY COUNCILWOMAN BEECHER, THE FOLLOWING RESOLUTION WAS ADOPTED 5 AYES, 0 NAYS. VOTING AYE, COUNCILWOMAN BEECHER, COUNCILMAN BURCH, COUNCILMAN HARRINGTON, COUNCILWOMAN PEREZ AND SUPERVISOR HAFF.
RESOLVED TO APPOINT ROBERT YOUNG AS PLANNING BOARD ALTERNATE MEMBER TO FILL THE TERM ENDING 12/31/23.
HARTFORD PANDEMIC PLAN
SUPERVISOR HAFF SAID THAT THE STATE GOVERNOR HAS MANDATED THAT ALL MUNICIPALITIES DEVELOP A PUBLIC EMPLOYER HEALTH EMERGENCY PLAN. WASHINGTON COUNTY DEVELOPED AND ADOPTED A PLAN AND PROVIDED A TEMPLATE TO THE TOWNS. SUPERVISOR HAFF SAID THAT HE EDITED IT TO APPLY TO THE TOWN. HE SAID THAT IT IS A LIVING PLAN THAT CAN BE CHANGED MONTH TO MONTH. THERE WAS DISCUSSION REGARDING SOME SUGGESTED CHANGES. SUPERVISOR HAFF SAID THAT HE WILL MAKE THE CHANGES.

SUPERVISOR HAFF SAID THAT THE ANNUAL COMMUNITY CALENDAR OF EVENTS HAS BEEN DISTRIBUTED.
ANNUAL UPDATE DOCUMENT
SUPERVISOR HAFF SAID THAT THE ANNUAL UPDATE DOCUMENT HAS BEEN PREPARED BY JOEL CARPENTER AND IS AVAILABLE FOR REVIEW IN THE TOWN CLERK’S OFFICE.
YOUTH COMMISSION
SUPERVISOR HAFF SAID THAT HE SPOKE WITH RON SMITH, CHAIRPERSON OF THE YOUTH COMMISSION REGARDING HOW THE YOUTH COMMISSION MIGHT BE ABLE TO PARTICIPATE IN THE PARADE. RON SMITH SAID THAT THEY COULD COME UP WITH WAYS TO INCLUDE THE CHILDREN. THERE WAS FURTHER DISCUSSION THAT THE EVENT IS OUTSIDE AND PEOPLE WILL BE ABLE TO WEAR MASKS AND KEEP 6’ APART PER THE CDC GUIDELINES.
HIGHWAY SUPERINTENDENT REPORT
GREG BROWN DISCUSSED THE DRAFT HIGHWAY WORK PERMIT APPLICATION AND ASKED THAT THE TOWN BOARD REVIEW FOR NEXT MONTH. SUPERVISOR HAFF SAID THAT JEFF MEYER, ATTORNEY FOR THE TOWN, RESEARCHED THIS ISSUE AND BASED ON GREG’S STATED GOALS, A LOCAL LAW IS NOT REQUIRED. IT CAN BE DONE VIA RESOLUTION PURSUANT TO HIGHWAY LAW SECTION 140. IF THE TOWN WANTS GREATER CONTROL AND AUTHORITY OVER HIGHWAY ACCESS POINTS, THEY CAN, BUT THE RECOMMENDATION WOULD BE TO DO SO VIA LOCAL LAW AS IT WILL LIKELY NEED AN APPEAL PROCESS IF GREG OR THE TOWN WERE TO OBTAIN THE ABILITY TO PROHIBIT ACCESS. SUPERVISOR HAFF ASKED MARK MILLER IF THE COUNTY BUILDING PERMIT HAD A SECTION WHERE MEETING REQUIREMENTS OF TOWN HIGHWAY WORK PERMIT COULD BE ADDED IN. MARK SAID YES AND THE COUNTY WILL RESPECT ANY TOWN REQUIREMENTS BEFORE APPROVING ON THEIR END. GREG SAID THAT HE IS NOT SURE IF THE TOWN WILL BE RECEIVING THE STATE CHIPS MONEY LIKE WE HAVE BEEN RECEIVING IN PAST YEARS.
GREG SAID THAT HE HAD RECEIVED A REQUEST FROM THE ATV CLUB REGARDING A NEW OWNER ON JAMES LANE NOT ALLOWING THEM ACCESS ON THEIR PROPERTY ANY LONGER. THE ATV CLUB IS NOW REQUESTING THE TRAIL TO BE EXTENDED FROM BURCH ROAD FROM THE WASHBURN HILL ROAD INTERSECTION TO THE TOWN OF HEBRON LINE. GREG SAID THE EXISTING LOCAL LAW ONLY SHOWS PARTIAL BURCH ROAD. SUPERVISOR HAFF ASKED IF THE ATV CLUB WAS WILLING TO PAY FOR THE TOWN LEGAL EXPENSES SINCE THIS ACTION DOES NOT BENEFIT THE TOWN BUT ONLY THE ATV CLUB. SUPERVISOR HAFF SAID THAT THERE IS AN EXISTING LOCAL LAW THAT SHOWS WHAT PORTIONS OF TOWN ROADS ATVS CAN USE AS PART OF THE TRAIL SYSTEM. PORTIONS HAVE TO BE LISTED IN THE LOCAL LAW AND WILL NEED TO BE AMENDED. SUPERVISOR HAFF SAID THAT HE FEELS THE ATV CLUB SHOULD PAY FOR LEGAL EXPENSES.
GREG SAID THAT HE WOULD LIKE THE TOWN BOARD PERMISSION TO CHANGE 2 ROAD NAMES – DICK HILL ROAD AND BLOOD STREET. HE SAID THAT HE CANNOT KEEP ROAD SIGNS ON THESE ROADS. THEY ARE CONSTANTLY BEING STOLEN AND IT IS A VERY LARGE EXPENSE TO THE TOWN AS WELL AS A PUBLIC SAFETY CONCERN. LEGALLY THE TOWN HAS TO KEEP ROAD SIGNS POSTED. GREG SAID THAT HE RESEARCHED ON THE OLD 1853 TOWN OF HARTFORD MAP SHOWING DICK HILL HAD A FAMILY LISTED AS DICKERSON SO POSSIBLY DICKERSON ROAD. AND THE BLOOD STREET FAMILY SHOWS A WALLER FAMILY LISTED SO POSSIBLY WALLER ROAD. DOING IT THIS WAY WILL NOT SHOW ANY PARTIALITY TO CURRENT FAMILIES. SUPERVISOR HAFF SAID THIS IS A BIG EXPENSE AND HASSLE TO THE RESIDENTS THAT LIVE ON THESE ROADS BUT THESE CHANGES NEED TO BE CONSIDERED IN THE INTEREST OF PUBLIC SAFETY. SUPERVISOR HAFF SAID THAT WASHINGTON COUNTY REAL PROPERTY NOTIFIES THE 3 MAIN GPS COMPANIES AS WELL AS THE RESIDENTS.

ENFORCEMENT OFFICER REPORT
MARK MILLER SAID THAT HE WENT UP THE DRIVEWAY AT 1614 WARREN ROAD AND TOOK PICTURES OF THE CABIN LOCATED ON THE HURLEY PROPERTY. HE SENT THE PICTURES AND ADVISED THAT THE CABIN HAS A WOOD STOVE TO JOHN GRAHAM, WASHINGTON COUNTY CODE ENFORCEMENT. MARK SAID HE RECEIVED A CALL FROM TOM BEBEE REGARDING BUILDING A HOUSE ON SWAMP LANE AND THE PERMIT WAS SUBMITTED TO WASHINGTON COUNTY CODE. MARK SAID THAT HE MET WITH LEONARD FRONHOFFER WRIGHT ROAD RESIDENT REGARDING HIS TESLA BATTERY SYSTEM IN HIS HOUSE CONNECTED TO HIS SOLAR PANELS. HE HAD NEVER RECEIVED HIS FINAL INSPECTION FROM THE COUNTY FOR THE SOLAR PANELS SO HE IS NOW TAKING

MARK SAID THAT DAVE LAPIER ON STATE ROUTE 196 HAS UNTIL APRIL 12, 2021 TO HAVE THE CARS REMOVED FROM HIS PROPERTY AND HE IS CONCERNED BECAUSE HE ISN’T SEEING MUCH PROGRESS OF THE REMOVAL YET. MARK SAID HE SPOKE TO JOHN GRAHAM REGARDING THE DOLLAR GENERAL PROGRESS – THEY ARE STILL WAITING FOR THE ENGINEER TO CLARIFY IF THE BUILDING WAS ACTUALLY FASTENED TO THE FOUNDATION PROPERLY SINCE HE HEARD THAT THEY ONLY HAD 1/3 OF THE TOTAL NUMBER OF FASTENERS THEY SHOULD HAVE INSTALLED. THIS WILL ALLOW FOR A FINAL FRAMING INSPECTION TO BE COMPLETED. AFTER THAT THEN THE INSULATION AND WIRING CAN BE COMPLETE. MARK SAID THAT THEY HAVE BEEN WORKING INDOORS FOR WEEKS AND THE COUNTY MIGHT WANT TO CHECK UP ON THE PROJECT. SUPERVISOR HAFF SAID JOHN GRAHAM FROM COUNTY CODE HAD CONTACTED HIM REGARDING THE OLD ELINOR BURCH PROPERTY LOCATED ON STATE 196 DILAPIDATED BARN. JOHN WILL BE CONTACTING THE NEW OWNER AND ISSUING A CITATION.

ON MOTION OF SUPERVISOR HAFF, 2ND BY COUNCILMAN HARRINGTON, THE FOLLOWING RESOLUTION WAS ADOPTED 5 AYES, 0 NAYS. VOTING AYE, COUNCILWOMAN BEECHER, COUNCILMAN BURCH, COUNCILMAN HARRINGTON, COUNCILWOMAN PEREZ AND SUPERVISOR HAFF.
RESOLVED THAT THE COURT REPORT BE ACCEPTED.
TOWN CLEAN UP DAY
MARK MILLER ASKED IF THE TOWN WOULD CONSIDER HOLDING THE CLEAN UP DAY AGAIN THIS YEAR. THE LUNCH AT THE HIGHWAY GARAGE COULD BE SPACED APART. GREG BROWN SAID THAT HE WOULD SUGGEST HOLDING IT ON SATURDAY, APRIL 24, 2021 WITH A RAIN DATE OF THE FOLLOWING SATURDAY, MAY 1, 2021.
TEAMSTERS UPDATE
SUPERVISOR HAFF SAID THAT HE HAD RECEIVED CORRESPONDENCE FROM JOHN ASPLAND, ATTORNEY FOR THE TOWN REGARDING A JOINT DECLARATION OF OFFICIAL IMPASSE. BOTH PARTIES AGREE TO USE JOHN TRELA FOR THE MEDIATION PROCESS.
