RESOLUTION NO. 22052

ON MOTION OF SUPERVISOR HAFF, 2ND BY COUNCILWOMAN PEREZ, THE FOLLOWING RESOLUTION WAS ADOPTED 5 AYES, 0 NAYS.  VOTING AYE, COUNCILWOMAN BEECHER, COUNCILMAN BURCH, COUNCILMAN HARRINGTON, COUNCILWOMAN PEREZ AND SUPERVISOR HAFF.

RESOLVED TO ACCEPT THE REGULAR TOWN BOARD MINUTES FOR FEBRUARY 8, 2022.

COUNCILWOMAN BEECHER ASKED ABOUT THE FREE SUNSCREEN SAFETY POLICY MENTIONED IN THE MINUTES.  AMBER MERCURE SAID THAT THE YOUTH COMMISSION ADOPTED THE SAME SUN SAFETY POLICY THAT THE SCHOOL DID.  THE YOUTH COMMISSION WILL DO THEIR BEST TO NOT HAVE GAMES BETWEEN PRIME SUN HOURS OF 11AM – 2PM, TO PROVIDE SHADE WITH THE DUGOUTS AND HATS FOR THE BASEBALL/SOFTBALL PARTICIPANTS.  SHE SAID THAT THE POLICY WILL BE INCLUDED IN THE NEXT MARCH YOUTH COMMISSION MINUTES.  THE FREE SUNSCREEN COMES FROM A PROGRAM THROUGH GLENS FALLS HOSPITAL.  VICKI YATTAW REACHED OUT TO SEVERAL YOUTH PROGRAMS TO PROVIDE THIS.

INFORMATION

SUPERVISOR HAFF DISCUSSED THE COMMUNITY CALENDAR FOR 2022.

ANNUAL UPDATE DOCUMENT

SUPERVISOR HAFF SAID THAT THE ANNUAL UPDATE DOCUMENT HAS BEEN PREPARED BY JOEL CARPENTER AND IS AVAILABLE FOR REVIEW IN THE TOWN CLERK’S OFFICE. 

ARPA INFORMATION

SUPERVISOR HAFF DISCUSSED THE ARPA MONEY.  HE SAID THAT HE HAS BEEN TALKING TO JOEL ABOUT THE NOT-FOR-PROFITS LOSS OF FUNDRAISING FROM MARCH 4, 2020 UNTIL JUNE 15, 2021 INFORMATION THE TOWN WILL REQUEST FOR PROOF.  HE THINKS THAT THE FIRE COMPANY AND THE MASONS ARE THE ONLY ELIGIBLE ORGANIZATIONS IN TOWN.  SUPERVISOR HAFF SAID THAT HOPEFULLY NEXT MONTH THE CRITERIA WILL BE DETERMINED TO REACH OUT TO ANY ORGANIZATIONS.  SUPERVISOR HAFF DISCUSSED MORE HOW THE ARPA MONEY CAN BE USED SUCH AS THE HVAC MINI-SPLITS SYSTEM AND HARD SURFACE FLOORING.  SUPERVISOR HAFF SAID THAT THE TOWN HALL IS NOT ON THE LIST OF RED CROSS SHELTERS.  HE ASKED THE COUNTY WHAT WOULD BE REQUIRED TO LIST TOWN HALL AS A SHELTER.  THEY ARE GOING TO LET HIM KNOW.  HE SAID IF THIS BUILDING WAS DECLARED A RED CROSS SHELTER MAYBE THE PARKING LOT WOULD NEED REPAIRS, THE HIGHWAY SHOWER AND BATHROOM FACILITIES AS WELL.

TOWN-WIDE CLEAN UP DAY

SUPERVISOR HAFF SAID THAT THE ANNUAL TOWN WIDE CLEAN UP DAY WILL BE HELD ON SATURDAY, APRIL 23RD WITH A RAIN DATE OF SATURDAY, APRIL 30TH, 2022.

YOUTH COMMISSION REPORT

AMBER MERCURE SAID SIGNUPS ARE DONE FOR LITTLE LEAGUE WITH ABOUT 80 CHILDREN PARTICIPATING.  THEY ARE HOPEFUL TO BE USING THE NEW FIELD ON THE HILL THIS SEASON.

HIGHWAY SUPERVISOR REPORT

GREG BROWN SAID THAT THE NEWEST PICKUP TRUCK #1 WAS BACKED INTO BY A PLOW TRUCK IN FRONT OF THE TOWN GARAGE – SO WE ARE WAITING FOR IT TO BE DONE BY BEEBE’S COLLISION.  THE REPAIR ESTIMATE WAS FOR ABOUT $5100.  THE REPAIRS DON’T INVOLVE ANYTHING STRUCTURAL JUST FRONT ITEMS LIKE HEADLIGHT, GRILL, RADIATOR ETC.  GREG SAID THAT THE OUTDOOR FUEL SYSTEM WAS LEAKING GASOLINE, SO HE CALLED DALRYMPLE TO LOOK AT IT.  THEY INSTALLED A HARD PIPE BEHIND THE PUMP BUT OVER TIME THE MOVEMENT OF THE CONCRETE PAD RUBBED ON IT AND SPLIT THAT PIPE.  THEY REPAIRED WITH FLEX PIPE AND ALSO REPAIRED THE DIESEL PUMP TO PREVENT THE SAME ISSUE IN THE FUTURE.  GREG SAID THAT HE IS OPTIMISTIC THE TOWN WILL RECEIVE CLOSE TO THE SAME CHIPS MONEY AS LAST YEAR.  HE SAID THE PRICE OF BLACKTOP HAS BEEN RUMORED TO HAVE UP TO A 20% INCREASE IN STONE AND BLACKTOP PRODUCTS.  HE SAID ALL THESE ITEMS ARE INCREASING SINCE THEY ARE FUEL RELATED.  GREG SAID THAT THE 2009 TRUCK #8 HAS SOME OF THE NEWER EMISSIONS SYSTEM ON IT.  THERE IS A FILTER SYSTEM INSIDE THE EXHAUST THAT THEY WERE ABLE TO CLEAN A FEW TIMES BUT NOW IT IS NOT CLEANABLE.  THE PARTS ARE ORDERED IN THE AMOUNT OF $10,000 JUST FOR THE EXHAUST.  GREG SAID THAT THEY HAVE BEEN USING THE GRADER A LITTLE BIT AND ONE OF THE SWINGARMS BROKE.  WE ARE HAVING TROUBLE GETTING THE PARTS.  ONE PART HE IS GOING TO TAKE TO BRIAN JONES TO FIX.  THE MACHINE NEEDS A LOT OF WORK ON WHERE IT TURNS AND PIVOTS.  HE HAS SOMEONE FROM CAT COMING TO GIVE AN ESTIMATE ON WHAT REPAIRS WILL BE NEEDED.

GREG DISCUSSED ALL THE ISSUES WITH THE GRADE ALL THE MAIN CYLINDER, SWING BRAKE, AND THE CENTER BEARING IS WEARING WITH NON-REPLACEABLE PARTS. GREG SAID IF THEY SOLD IT ON AUCTIONS INTERNATIONAL, HE WOULD HOPE TO GET ABOUT $6,000 TO $8,000.  HE DOESN’T THINK THE TOWN SHOULD KEEP REPAIRING IT.  HE WOULD LIKE TO SELL IT AND RENT AN EXCAVATOR FOR PLANNED BIG PROJECTS AT ABOUT $5,000 PER MONTH. 

SUPERVISOR HAFF SAID THAT HE IS HOPING THAT THE ADDITIONAL $112,000 ARPA MONEY WILL BE NON-RESTRICTED AND COULD BE USED FOR HIGHWAY USAGE OF MACHINERY FOR FUEL COSTS.  THERE WAS FURTHER DISCUSSION REGARDING THE REPAIRS COST AS WELL AS IF THE MACHINE WAS NOT REPAIRED AND IT BROKE IT COULD BE A SAFETY HAZARD.  GREG SAID THAT HE COULD LIST IT ON AUCTIONS INTERNATIONAL FOR 2 WEEKS WITH A MINIMUM BID OF $5,000.

RESOLUTION NO. 22056

ON MOTION OF SUPERVISOR HAFF, 2ND BY COUNCILWOMAN PEREZ, THE FOLLOWING RESOLUTION WAS ADOPTED 5 AYES, 0 NAYS.  VOTING AYE, COUNCILWOMAN BEECHER, COUNCILMAN BURCH, COUNCILMAN HARRINGTON, COUNCILWOMAN PEREZ AND SUPERVISOR HAFF.

RESOLVED TO DECLARE THE GRADE ALL SURPLUS AND POST FOR SALE ON AUCTIONS INTERNATIONAL WITH A RIGHT FOR REFUSAL OF BIDS.

ENFORCEMENT OFFICER REPORT

MARK MILLER SAID THAT WAYNE CAMIDGE ON DUSTY HI WAY HAS 2 TRAVEL TRAILERS ON THE PROPERTY WITH ELECTRICAL METER SERVICE INSTALLED TO PLUG THEM INTO.  HE TOLD HIM HE WAS IN VIOLATION AS THE TRAILERS WERE SITTING – THEY NEEDED TO BE REMOVED OR JACKS REMOVED AS BEING STORED.  MARK THOUGHT THAT HE WAS GOING TO COME DOWN TO TOWN HALL TO GET A COPY OF THE TOWN LAW BUT HE NEVER DID.  MARK SAID THAT HE WILL FOLLOW UP ON THE SITUATION.  HE SAID THAT HE IS STILL SIGNING BUILDING PERMITS AT THE COUNTY. MARK SAID THAT A RESIDENT ON TOWNSEND RD ORIGINALLY WAS DUMPING SHRUBS AND DIRT BEHIND HIS HOUSE BUT NOW IT APPEARS TO BE CONSTRUCTION DEBRIS.  HE NEEDS TO CHECK TO SEE IF THIS COULD BE IN VIOLATION OF DEC FLOODPLAIN REGULATIONS.

RESOLVED THAT THE ENFORCEMENT OFFICER REPORT BE ACCEPTED.

PARADE REPORT

AMBER MERCURE SAID THAT SHE HAD BEEN IN CONTACT WITH MANY PREVIOUS PARADE PARTICIPANTS AND THEY ARE PLANNING TO PARTICIPATE AGAIN THIS YEAR.  SHE ASKED EVERYONE TO REACH OUT FOR MORE INDIVIDUALS WHO MAY WANT TO JOIN THE PARADE.  SUPERVISOR HAFF SAID THAT HE IS WORKING ON CONTACTING THE LOCAL FIRE COMPANIES AGAIN.

ON MOTION OF SUPERVISOR HAFF, 2ND BY COUNCILMAN BURCH, THE FOLLOWING RESOLUTION WAS ADOPTED 5 AYES, 0 NAYS.  VOTING AYE, COUNCILWOMAN BEECHER, COUNCILMAN BURCH, COUNCILMAN HARRINGTON, COUNCILWOMAN PEREZ AND SUPERVISOR HAFF.

RESOLVED THAT THE PARADE REPORT BE ACCEPTED.

PUBLIC DISCUSSION

COUNCILWOMAN BEECHER ADDRESSED THE HIGHWAY EMPLOYEES IN ATTENDANCE BY SAYING WE ALL WANT TO SEE YOUR CONTRACT SETTLED.  SHE SAID THAT THE TOWN HASN’T ONLY MET WITH THE UNION ABOUT 2 TIMES SO FAR.  SHE DOESN’T BELIEVE THEY ARE GETTING THE REPRESENTATION THEY SHOULD BE FOR THE $40 PER MONTH DUES BECAUSE THERE ARE ONLY 4 MEMBERS HERE AND THE TEAMSTERS IS A BIG ORGANIZATION.  SHE SAID LAST MAY THE TOWN MET WITH A MEDIATOR AND HAVE NEVER HEARD ANYTHING BACK FROM THE UNION SINCE THEN – POSSIBLY 15 MONTHS NOW.  SHE SAID THAT SHE WAS A UNION MEMBER FOR 32 YEARS AND SHE UNDERSTANDS WAITING AND WORKING WITHOUT A NEW CONTRACT BUT THIS IS IN THE 3RD YEAR AND IT SHOULD BE SETTLED BY NOW.  SUPERVISOR HAFF SAID HE TRIED TO OFFER SOMETHING TO THE MEN DIRECTLY AND THE UNION CONTACTED JOHN ASPLAND, ATTORNEY FOR THE TOWN, TO FILE A COMPLAINT BECAUSE THE TOWN IS DIRECT DEALING WITH THE MEN.  SUPERVISOR HAFF SAID THAT THIS WHOLE DISCUSSION WAS PROBABLY IMPROPER.

GREG BROWN DISCUSSED $2400 MONEY RECEIVED FROM THE WASHINGTON COUNTY SOIL AND WATER FOR CULVERT REPLACEMENT ON WARREN AND WRIGHT ROADS.
