SUPERVISOR HAFF DISCUSSED THE UPCOMING COMMUNITY EVENTS AS FOLLOWS: HVFC PANCAKE BREAKFAST ON 3/13; MASON HAM DINNER ON 3/20; FISH & GAME FISH FRY ON 3/25; METHODIST TURKEY DINNER ON 4/9.
SUPERVISOR HAFF SAID THAT A DOG THAT WAS MISSING FROM POPE HILL AND COACH ROAD AREA HAD BEEN FOUND.
SUPERVISOR HAFF DISCUSSED A FREE SMOKE ALARM PROGRAM OFFERED THROUGH THE RED CROSS.
SHINE HILL INTERNET TOWER
SUPERVISOR HAFF SAID THAT HUDSON VALLEY WIRELESS PERMANENT TOWER WAS ERECTED TODAY. NOW ELECTRICITY NEEDS TO BE RUN AND INSTALLED.
COUNTY INFORMATION
SUPERVISOR HAFF DISCUSSED A TENTATIVE WASHINGTON COUNTY FORECLOSURE LIST EFFECTIVE FEBRUARY 3, 2016. HE SAID THAT THE COUNTY REQUESTS THE TOWN GOVERNMENT TO REVIEW THE PARCELS ON THE LIST TO ADVISE IF THERE ARE ANY ENVIRONMENTAL ISSUES THAT THE COUNTY SHOULD BE AWARE OF BEFORE FORECLOSING ON IT. THE COUNTY DOES NOT WANT TO BE IN THE CHAIN OF TITLE OF ANY ENVIRONMENTAL PROBLEM PARCELS.
ADOPT BUILDING USE POLICY AND FORM
SUPERVISOR HAFF DISCUSSED THE REVISED BUILDING USE POLICY AND FORM. IF SOMEONE IN A SMALL CLUB / ORGANIZATION THAT WANTS TO USE THE BUILDING BUT DOESN’T CARRY LIABILITY INSURANCE THE FORM REFLECTS THAT AND DOESN’T REQUIRE IT.

PURCHASE POLICY REGARDING M/WBE
SUPERVISOR HAFF DISCUSSED A RECENTLY ENACTED AMENDED WASHINGTON COUNTY PROCUREMENT POLICY THAT ADDED THE NEW STATE REQUIREMENT FOR STATE GRANTS AS FOLLOWS: MINORITY/WOMEN BUSINESS ENTERPRISE (M/WBE) COMPLIANCE- IF THE GOODS OR SERVICES BEING PURCHASED ARE FUNDED BY GRANT MONIES REQUIRING A M/WBE UTILIZATION GOAL, SUCH GOODS OR SERVICES MAY BE PURCHASED FROM A FIRM OFFICIALLY CERTIFIED BY NYS AS A M/WBE, EVEN IN CASES WHERE THE FIRM IN QUESTION MAY NOT HAVE THE LOWEST PRICE FOR THE GOODS OR SERVICES BEING PURCHASED.
HE ASKED IF THE TOWN BOARD WOULD LIKE TO INCLUDE THIS CLAUSE IN THE TOWN PROCUREMENT POLICY SO THAT WE WOULD BE COMPLIANT WITH THE STATE GRANT REQUIREMENTS. IT WAS DECIDED NOT TO CHANGE THE TOWN’S PROCUREMENT POLICY AND BEST VALUE LAW TO REFLECT THIS CLAUSE AT THIS TIME.
YOUTH COMMISSION REPORT
AMBER LINDGREN SAID THAT THEY HAVE FINAL BASEBALL SIGNUPS COMING UP AND THEY HAVE 90 SIGNUP ALREADY. THEY WILL BE STARTING PRACTICES IN THE GYM ON SATURDAY. THE EASTER EGG IS SATURDAY, MARCH 26 AT 1 PM AT THE SCHOOL.

ON MOTION OF SUPERVISOR HAFF, 2ND BY COUNCILWOMAN BEECHER, THE FOLLOWING RESOLUTION WAS ADOPTED 5 AYES, 0 NAYS. VOTING AYE, SUPERVISOR HAFF, COUNCILWOMAN BEECHER, COUNCILWOMAN FOOTE, COUNCILMAN DILLON AND COUNCILMAN DEYOE.

HIGHWAY SUPERINTENDENT REPORT
GREG BROWN IS ABSENT BUT SUPERVISOR HAFF SPOKE WITH HIM ON THE PHONE. SUPERVISOR HAFF DISCUSSED WORK THAT THE HIGHWAY DEPARTMENT HAS BEEN DOING ON COACH ROAD – THEY HAVE RENTED A SMALL EXCAVATOR THAT HAS A HAMMER FLAIL. ALL THE TREES HAVE BEEN TRIMMED BACK. HE SAID IT IS AMAZING HOW MUCH WORK THEY HAVE ACCOMPLISHED WITH THIS EQUIPMENT IN A SHORT PERIOD OF TIME.
ENFORCEMENT OFFICER REPORT
MARK MILLER SAID HE MET WITH DEBBIE WHITE REGARDING THE BBQ BUILDING ON STATE ROUTE 196 AND SHE HAS OBTAINED ALL OF HER DRAWINGS TO ATTEND THE MARCH PLANNING BOARD MEETING. SUPERVISOR HAFF SAID THAT DEBBIE WHITE HAS APPLIED TO THE NYS LIQUOR AUTHORITY TO SELL WINE, BEER AND CIDER. MARK SAID THAT HE RAN INTO THE OWNERS OF THE OLD TRAVEL TRAILER ON SWAMP LANE AND TOLD THEM TO GET IT REMOVED ETC. MARK SAID THAT STEVE SMITH FROM THE COUNTY CODE ENFORCEMENT HAS BEEN TRYING TO FINISH UP SOME OLD FINAL INSPECTIONS IN THE TOWN. MARK TALKED TO MARY FOX REGARDING HER TRAVEL TRAILER ON ROUTE 149 AND SHE CAME AND OBTAINED A 2ND 90- DAY PERMIT. THEY ARE LOOKING INTO A WAY TO HAVE A LONG TERM LOCATION FOR HER TBI DAUGHTER WHO CAN’T LIVE ALONE BUT NEEDS A LITTLE INDEPENDENCE. HE SAID THE TOWN BOARD COULD AUTHORIZE A VARIANCE TO THE TRAVEL TRAILER LAW OR HE SUGGESTED TO THEM TO PURCHASE A CABIN. SUPERVISOR HAFF SAID THAT THE TOWN LAW SAYS NO ONE CAN OCCUPY A TRAVEL TRAILER LONG TERM – THE PERMITS ARE ISSUED FOR 90-DAYS. MARK SAID IT WAS AT THE DISCRETION OF THE BOARD TO ISSUE A VARIANCE ETC. MARK SAID THAT BOB SARGENT WAS ASKING ABOUT POSSIBLY BRINGING IN ANOTHER MOBILE HOME TO PLACE ON HIS PROPERTY AFTER THE PLANNING BOARD AUTHORIZES A SUBDIVISION. SUPERVISOR HAFF SAID TO BRING THE ISSUE BACK AFTER THE SUBDIVISION IS COMPLETED. THERE WAS FURTHER DISCUSSION REGARDING THE MULHALL TRAVEL TRAILER ON SHINE HILL ROAD.

MIKE ARMSTRONG SAID THAT HAD THE 1853 AND 1866 MAPS BLOWN UP AND FRAMED TO HANG IN TOWN HALL. MIKE SHARED A COUPLE BOOKS WRITTEN ABOUT THE POOR HOUSES.

DCO REPORT
SUPERVISOR HAFF SUMMARIZED THE DOG CONTROL REPORT FOR JANUARY. HE DISCUSSED A COMPLAINT THAT WAS RECEIVED AT THE WASHINGTON COUNTY 911 CENTER THAT AMBER GENTRY ZENO WROTE ABOUT THE DOGS ACROSS THE STREET FROM HER. DCO FOR HARTFORD WAS NOT NOTIFIED DIRECTLY SO HE MADE NANCY QUELL AWARE OF THE SITUATION.

PUBLIC DISCUSSION
COUNCILMAN DILLON DISCUSSED HIS TRIP TO THE ASSOCIATION OF TOWNS CONFERENCE IN FEBRUARY. HE SAID THAT HE WENT TO SEVERAL LECTURES INCLUDING: SITE PLAN REVIEWS, DEVELOPING EFFECTIVE FUND BALANCE POLICY, THE REAL COST OF ROADS, ASSESSMENT PROCESS, GRANTS, LOBBYING RULES, GOT JUNK. HE SAID FOR THE MOST PART HE FOUND IT VERY INTERESTING AND WORTH GOING.
