PEOPLE WHO LIVE OUTSIDE THE TOWN CAN SIGN UP WITH A HARTFORD PHYSICAL ADDRESS. SAMPLE POSTING TOPICS INCLUDE LOST PETS, APARTMENT RENTALS, CAR BREAK-INS, PLUMBER RECOMMENDATIONS, DISCUSSIONS OF TOWN MEETING ITEM ETC.

SUPERVISOR HAFF SAID THAT HE HAS BEEN IN CONVERSATION WITH A REALTOR ON BEHALF OF POSSIBLY LOCATING A DOLLAR GENERAL IN HARTFORD. HE HAS SPOKE WITH RESIDENTS JAY BATTEASE ON STATE ROUTE 40, ERICA BURKE ON STATE ROUTE 149, AND COURTNEY MIDDLETON, OWNER AT THE STORAGE UNITS ON CORNER OF STATE ROUTE 149 & ROUTE 40. HE SAID THAT THE REAL ESTATE BROKER HAS HAD A VERY GOOD CONVERSATION WITH JAY BATTEASE AND WILL BE COMING TO LOOK AT THE PROPERTIES IN A WEEK OR TWO.

SUPERVISOR HAFF SAID THAT A MOWING BID FOR THE TOWN OWNED ABANDONED CEMETERIES WAS POSTED AND 1 BID WAS RECEIVED. THE BID WAS PUBLICLY OPENED – FROM CHIP BAKER IN THE AMOUNT OF $6,578.25 FOR A PERIOD OF JUNE 12, 2019 THROUGH OCTOBER 1, 2019. THERE WAS DISCUSSION REGARDING THE BUDGETED CEMETERY BUDGET LINE AMOUNT OF $5,861 AND EXPENSES.

ENLISTMENT CENTER GRANT BID SUBJECT TO ATTORNEY REVIEW UPDATE
SUPERVISOR HAFF SAID THAT ATTORNEY JEFF MEYER HAS BEEN TALKING WITH DOREEN RICHARDS FROM RJR CONSTRUCTION REGARDING NECESSARY PAPERWORK. SUPERVISOR HAFF SAID THAT DOREEN RECENTLY CALLED DASNY. SUBSEQUENTLY, DASNY CALLED SUPERVISOR HAFF AND SAID THAT RJR CONSTRUCTION IS THE TOWN’S VENDOR AND THAT DASNY DOES NOT DEAL WITH VENDORS. SUPERVISOR HAFF SAID THAT HE BELIEVES IN CONVERSATION WITH DOREEN HE STRESSED THAT PAPERWORK NEEDS TO BE COMPLETED BASED ON DASNY GRANT REQUIREMENTS. SO HE BELIEVES SHE MUST HAVE MISINTERPRETED AND TRIED TO CONTACT DASNY ABOUT IT ALSO. HE SAID THAT HE WILL TAKE CARE OF IT.
SUPERVISOR HAFF ALSO PROVIDED THE TOWN BOARD WITH A COPY OF THE RJR CONSTRUCTION CONTRACT – THERE ARE FURTHER QUESTIONS. SUPERVISOR HAFF SAID AT THE PREVIOUS MEETING IT WAS AGREED THAT HE WOULD NOT SIGN THE CONTRACT IF THE DEPOSIT WAS MORE THEN 20% DOWN. THIS CONTRACT IS COMING IN AT ABOUT 24% DEPOSIT. THERE WAS FURTHER DISCUSSION REGARDING THE ACTUAL COST OF THE ARCHITECTURAL DRAWING IN THE AMOUNT OF $5000 AND THAT THE TOWN NEEDS A RECEIPT FOR THIS EXPENSE. ATTORNEY FOR THE TOWN ADDED SEVERAL SECTIONS TO THE CONTRACT TODAY. SUPERVISOR HAFF SAID THAT IF RJR CONSTRUCTION IS OKAY WITH THE SEVERAL REQUIREMENT ADDITIONS TO THE CONTRACT, HE WILL SIGN IT AND PAY THE REQUESTED DEPOSIT.
VIOLATION AND REMEDY OF TOWN LANDFILL LAW AND SITE PLAN REVIEW LAW UPDATE
SUPERVISOR HAFF SAID THAT LARRY BURCH WILL BE IN SALEM TOWN COURT ON MONDAY, JUNE 17, 2019 AT 5PM. SUPERVISOR HAFF REQUESTED ATTORNEY FOR THE TOWN, JEFF MEYER TO MAKE UP A MEMORANDUM OF THE STATUS OF THIS ISSUE AND IT WAS PRESENTED TO THE TOWN BOARD. SUPERVISOR HAFF SAID THAT JEFF WILL HAVE THE PAPERWORK SUBMITTED TO WASHINGTON COUNTY SUPREME COURT BY THE END OF THIS WEEK. HE WILL SERVE MR. HILL ON BEHALF OF MR. POTTER. SUPERVISOR HAFF SAID THAT JEFF MEYER SAID ONCE IT IS SUBMITTED TO SUPREME COURT THE TIMING ALL DEPENDS ON THE DOCKET OF THE JUDGE. IT COULD BE A MONTH, IT COULD BE SIX MONTHS DETERMINED BY THE JUDGE. SUPERVISOR HAFF SAID THAT TO BRING THIS TYPE OF ACTION AS OUTLINED TYPICALLY COSTS AN AVERAGE OF $10,000 IN ATTORNEY FEES. THIS IS OVER AND ABOVE WHAT THE TOWN HAS ALREADY PAID. HE SAID THAT BY SUBMITTING THIS THROUGH WASHINGTON COUNTY SUPREME COURT MAKES IT A STRONGER CASE. SUBMITTING IT THERE GIVES THE TOWN A BETTER CHANCE ATTACHING AS A LIEN TO THE PROPERTY, IF MR. POTTER DOES NOT PAY US BACK FOR REMOVAL OF THE ANIMALS AND ATTORNEY FEES.

COUNCILWOMAN FOOTE ASKED IF IT COULD BE EXPLAINED WHY THE TOWN IS PROCEEDING THIS WAY. SUPERVISOR HAFF SAID THAT THE TOWN HAD PUT A DEADLINE AND $5000 IN CASH BY A CERTAIN DATE AGREEABLE TO THE $30,000 SUSPENDED SENTENCE WITH BURIAL OF THE ANIMALS 3’ BELOW EARTH AND WE WERE VERY CLOSE TO THE AGREEMENT BUT MR. HILL WANTED TO CHANGE ALL OF THE STIPULATIONS. SUPERVISOR HAFF SAID THAT IN HIS OPINION, THEY DID THIS TO BUY MORE TIME IN HOPES THAT THE TOWN BOARD WOULD GIVE INTO THEIR ENFORCEMENT REQUESTS. SUPERVISOR HAFF SAID THAT HE SENT OUT MR. HILL’S COUNTER OFFER. COUNCILWOMAN FOOTE SAID THAT SHE NEVER RECEIVED ANY OF THIS CORRESPONDENCE FROM SUPERVISOR HAFF. COUNCILWOMAN FOOTE SAID THAT RIGHT NOW EVERYTHING IS BURIED – WHAT IS THE STATUS. SUPERVISOR HAFF SAID THE TOWN IS NOW BACK TO THE ORIGINAL APRIL ORDER OF DIGGING UP AND REMOVAL BECAUSE THE TOWN NEVER AGREED TO ANYTHING.
COUNCILWOMAN FOOTE SAID THAT AG & MARKETS SAYS THAT THE ANIMALS ARE BURIED SUFFICIENTLY. MARK MILLER, ENFORCEMENT OFFICER, SAID THAT THE WINDROW OF ANIMALS ARE STILL ON TOP OF THE GROUND AND COVERED WITH DIRT. THEY ARE NOT DUG DOWN AND BURIED UNDERGROUND.
SUPERVISOR HAFF SAID THAT IN THE MR. HILL COUNTEROFFER, THEY WANTED NO CASH PENALTY, ONLY 2 YEARS OF MARK’S INSPECTIONS AND AFTER THAT EVERYTHING IS OVER. HE SAID THAT THE TOWN WAS LED TO BELIEVE THAT WE WERE VERY CLOSE TO A DEAL AND WE WERE NOWHERE CLOSE. SUPERVISOR HAFF SAID THAT HE TOLD ATTORNEY FOR THE TOWN, JEFF MEYER, THAT AFTER CONTACT DISCUSSION WITH THE BOARD MEMBERS THAT THE 15 YEARS MIGHT BE REDUCED TO 10 YEARS FOLLOW UP INSPECTIONS. THIS WAS OFFERED TO MR. HILL BUT HE DID NOT ACT ON IT. SUPERVISOR HAFF SAID THAT THEY CAN ALWAYS COME BACK TO THE TABLE. HE BELIEVES THAT THE TOWN HAS WAITED LONG ENOUGH TO STRIKE A DEAL, IT NEEDS TO PROCEED INTO COURT.
COUNCILWOMAN FOOTE ASKED IF MARK WAS ABLE TO BE THERE WHEN DR. ELLIS WENT TO INSPECT THE PROPERTY. MARK SAID NO THAT HE WAS ALREADY ON HIS SCHOOL BUS RUN THAT DAY. MARK SAID THAT HE HAS ALSO BEEN BANNED FROM THE PROPERTY AT THIS TIME. COUNCILWOMAN FOOTE SAID THAT SHE WANTS TO BE REASONABLE WITH THIS ISSUE SINCE DR. ELLIS FROM AG & MARKETS HAS SAID THAT IT IS ALL COVERED. SUPERVISOR HAFF SAID HOW DOES THE TOWN KNOW THIS. COUNCILWOMAN FOOTE SAID SHE KNOWS BECAUSE SHE HAS SPOKEN WITH DR. ELLIS PERSONALLY. SUPERVISOR HAFF SAID THAT THE TOWN HAS FOILED THE STATE FOR ANY AND ALL REPORTS AND HAS NOT RECEIVED ANYTHING YET. COUNCILWOMAN FOOTE SAID THAT SHE WAS HIGHLY OFFENDED WHEN SHE RECEIVED AN EMAIL ASKING IF SHE WAS COMMUNICATING WITH THE POTTERS OR PEOPLE DICKY BURCH ACTING AS A CONDUIT FOR THE POTTERS. SHE SAID THAT SHE HAD NOT TALKED TO ANY OF THEM. SHE SAID THAT “SHE WAS PROFESSIONAL, SHE DOES HER RESEARCH. SHE DOES NOT TAKE WHAT SHE IS TOLD AS GOSPEL. SOMETIMES WHAT WE ARE TOLD IS NOT ACCURATE, SO SHE PURPOSELY ASKED PEOPLE QUESTIONS. AND THE ONLY CONNECTION SHE HAS WITH IT IS THROUGH THE DAIRY PRINCESS PROGRAM. SHE ASKED WHAT THE STATUS WAS WITH THE SITUATION WHEN SHE HEARD THAT FRED BURCH WAS OVER THERE COVERING. THAT WAS HER CONNECTION.” COUNCILWOMAN FOOTE SAID THAT SHE HOPES THAT THERE SHOULD DEFINITELY BE FINES BECAUSE THE TOWN HAS INCURRED EXPENSES. BUT SHE HOPES THAT THE TOWN CAN GO BACK TO THE TABLE BECAUSE SHE DOESN’T WANT TO SEE THIS STUFF DUG UP, LOADED UP AND ON OUR ROADS. SHE SAID THAT SHE WAS HIGHLY OFFENDED ABOUT THE EMAIL. SUPERVISOR HAFF SAID THAT SHE WAS ENTITLED TO HER OPINION LIKE ALL OF US.

SUPERVISOR HAFF SAID THAT THE TOWN HAS LEGALLY REQUESTED TO SEE THE REPORT THAT DR. ELLIS MADE TO THE STATE SOIL AND WATER DIVISION OF AG & MARKETS.
COUNCILMAN DILLON SAID THAT HE DOESN’T KNOW WHAT HAPPENED WITH THE EMAILS BUT HE FEELS THAT THE TOWN HAS BEEN EXCEPTIONALLY REASONABLE CONSIDERING WHAT THE ALTERNATIVE IS. HE SAID HE DOES NOT THINK THEY HAVE BEEN NEGOTIATING IN GOOD FAITH. SUPERVISOR HAFF SAID THAT MR. HILL DID NOT WANT MARK TO BE ABLE TO BE ON THE PROPERTY WITHOUT ANY NOTICE. HE SAID THAT VERIFICATION IS A VERY IMPORTANT THING FOR THE TOWN. HE ASKED ATTORNEY FOR THE TOWN, JEFF MEYER TO OFFER 10 YEARS FOLLOW UP AND THAT MARK WOULD GIVE A 15 MINUTE COURTESY NOTICE THAT HE IS COMING. AS OF NOW THE TOWN HASN’T GOTTEN ANYWHERE WITH THIS.
COUNCILWOMAN BEECHER SAID THAT SHE THINKS THAT EVERYONE AGREES WITH COUNCILWOMAN FOOTE THAT WE DON’T WANT TO SEE IT MOVED BUT WE NEED TO BE ASSURED THAT THIS WILL NOT HAPPEN AGAIN. COUNCILMAN BURCH SAID THAT WE DON’T WANT TO SEE IT MOVED BUT WE ARE PAST THAT NOW. HE FELT THAT WE WERE CLOSE IN THE NEGOTIATIONS BUT WHEN IT IS JUST IGNORED TO KILL TIME TO GET BOARDS TO CHANGE THEIR MIND. HE SAID IF IT COMES BACK WHERE THEY WILL TAKE BOARD MEMBERS INDIVIDUALLY DOWN THERE – GREAT. HE SAID HE WOULD LIKE TO KNOW FOR HIMSELF HOW IT LOOKS. 3’ OF SOIL IS A LOT OF MATERIAL AND HE DOESN’T BELIEVE IT HAS THAT MUCH. COUNCILWOMAN FOOTE SAID IT DOES HAVE THAT MATERIAL. SUPERVISOR HAFF ASKED HOW SHE KNEW? SHE RESPONDED THAT DR. ELLIS IS SO HONEST THAT SHE TRUSTS WHAT HE IS TELLING HER. COUNCILMAN BURCH SAYS THAT HE JUST WISHES THE TOWN BOARD MEMBERS COULD SEE THE SITUATION FOR THEMSELVES. HE SAID HE THINKS THAT MR. HILL IS JUST TAKING THEIR TIME BECAUSE THEY FEEL THE TOWN BOARD WILL FALL APART ON THEIR DECISIONS. HE SAID THAT DANA SHOULD CONTINUE WITH WHAT WE ARE DOING UNTIL WE GET ANY RESPONSES. COUNCILMAN DILLON SAID THAT THIS ACTION FOLLOWS THIS PROPERTY AND DOES NOT APPLY TO ANOTHER PIECE OF PROPERTY IF THEY WERE DOING IT SOMEWHERE ELSE IN HARTFORD. HE SAID THAT THESE PEOPLE BROKE THE LAW, KNEW THEY WERE BREAKING THE LAW AND FROM WHAT HE HAS HEARD HAVE DONE IT MANY TIMES BEFORE.

SUPERVISOR HAFF SAID THAT WE NEED TO POST THE POSITION FOR THE UPCOMING ASSESSOR VACANCY. THE PROPOSED LEGAL NOTICE WAS READ INTO THE RECORD AND HE EXPLAINED THAT APPLICANTS WILL ATTEND THE JULY 9, 2019 TOWN BOARD MEETING, THE TOWN BOARD WILL INTERVIEW ANYONE WHO APPLIES FOR THE JOB, AND THEN THE POSITION WILL BE APPOINTED THAT NIGHT BUT THE TERM WILL NOT BE EFFECTIVE UNTIL 10/1/19.

COUNCILMAN BURCH SAID THAT IN CONVERSATION WITH BARBARA (JAKWAY) PALMER THE FENCE REPAIRS HAVE BEEN MADE BUT THE CEMETERY SIGN HAS THE NAME SPELLED WRONG. IT SHOULD BE JAKWAY WITHOUT AN “E”. ENFORCEMENT OFFICER REPORT
MARK MILLER SAID THAT HE SPOKE WITH KEVIN GOODSPEED WHO OWNS PROPERTY ON POPE HILL. HE WAS ASKING TO BRING IN A SALVAGED GUTTED MOBILE HOME TO BE SET UP AS A CAMP. MARK SAID NO IT WOULD NOT MEET THE MOBILE HOME REQUIREMENTS. HE IS HOPING THAT THEY DON’T TRY TO BRING IT IN ANYWAYS. THERE WAS FURTHER DISCUSSION REGARDING MARK’S RIGHTS TO INVESTIGATE PROPERTIES ON BEHALF OF THE TOWN. MARK SAID THAT HE SIGNED A LRCC1 FOR RJR CONSTRUCTION FOR THE ENLISTMENT CENTER PROJECT. MARK SAID THAT HE IS WAITING FOR THE POTTER SITUATION TO MOVE FORWARD. HE IS PLANNING TO BRING A POST HOLE DIGGER TO TEST THE 3’ COVERING ETC. MARK HAS BEEN FORBIDDEN TO GO ON THE PROPERTY SINCE NEGOTIATIONS HAVE BROKEN DOWN.

MIKE ARMSTRONG SAID THAT JOANNE APPLER CAME IN INVESTIGATING THE TAYLOR FAMILY. SHE HAS BEEN HELPING HIM OUT VOLUNTEERING ORGANIZING SOME OF HIS FILES. SHE DISCUSSED THE WASHINGTON COUNTY HISTORICAL GROUP HISTORY FAIR TO BE HELD IN SEPTEMBER AT THE HARTFORD CENTRAL SCHOOL. HE ALSO SAID THAT THE THEME FOR THE MUSEUM THIS SUMMER IS BUSINESS ADS. THEY ARE USING AN OLD HISTORY OF HARTFORD.

IS REQUIRING RENTAL AND LIABILITY INSURANCE FROM AN ORGANIZATION THAT IS A VOLUNTEER GROUP. AND PEOPLE ATTENDING THE ALUMNI EVENT ARE TAXPAYERS, ETC.
