STAN PRITZKER, CURRENT WASHINGTON COUNTY COURT JUDGE THAT WAS ASSIGNED TO FAMILY COURT AS WELL AS ACTING WASHINGTON COUNTY SUPREME COURT JUDGE. HE IS PLANNING TO RUN FOR THE WASHINGTON COUNTY SUPREME COURT IN THE FALL. HE THANKED THE TOWN OF HARTFORD AND SAID THAT HE ENJOYS LIVING HERE.

SPEED LIMITS
SUPERVISOR HAFF SAID THAT THE TOWN HAD RECEIVED APPROVAL OF THEIR REQUEST TO STATE DEPARTMENT OF TRANSPORTATION FOR A SPEED LIMIT REDUCTION ON ROWE HILL, WRIGHT ROAD AND BLOOD STREET. THE SPEED WILL BE REDUCED FROM 55 MILES PER HOUR TO 40 MILES PER HOUR.
LOUISA KING HOUSE
SUPERVISOR HAFF DISCUSSED THE RECENT THEFT AND DAMAGE THAT WAS DONE TO THE HISTORIC LOUISA KING HOUSE ON STATE ROUTE 40. HE SAID THAT IN JUNE SOMEONE WENT TO THE BACK OF THE HOUSE AND STOLE THE COPPER ROOF. SINCE JUNE WAS SUCH A RAINY MONTH, THERE WAS A LOT OF DAMAGE TO THE INTERIOR OF THE HOUSE. THE NYS POLICE TRIED TO INVESTIGATE IT AND HAVE BEEN UNABLE TO LOCATE THE LAST TECHNICAL OWNER, WANDA VALENZULA. THE HOUSE IS IN BANK FANNIE MAE FORECLOSURE PROCEEDINGS. THE POLICE CANNOT DO ANY FURTHER INVESTIGATION IF THE OWNER DOES NOT FILE A COMPLAINT. HE SAID THERE IS A PROPERTY MANAGEMENT COMPANY AND THEY PUT TARPS ON THE ROOF PROBABLY AT LEAST 3 WEEKS AFTER THE ROOF WAS STOLEN. HE DISCUSSED THE AVERAGE TIME NEW YORK STATE HOUSES REMAIN IN FORECLOSURE PROCEEDINGS IS ABOUT 1000 DAYS BEFORE THE BANK TRULY OWNS A HOME. SO THIS HOUSE WILL SIT FOR UP TO 3 YEARS LIKE THIS. HE SAID THERE IS NOTHING THE TOWN CAN DO UNLESS IT BECOMES A HEALTH HAZARD.
JOINTA GALUSHA SCHOLARSHIPS
SUPERVISOR HAFF ANNOUNCED THE 2013 JOINTA GALUSHA SCHOLARSHIP RECIPIENTS OF MORGAN WICKS AND RACHEL LIEBIG AND KALISSA HAFF AND ZACKARY TRIPP.
COUNTY UPDATE
ELDRIDGE LANE LAND SALE UPDATE
SUPERIVSOR HAFF DISCUSSED THAT THE COUNTY IS STILL PLANNING TO PUT THE 3 ELDRIDGE LANE PARCELS UP FOR AUCTION. ONE PARCEL IS CURRENTLY LANDLOCKED – SO LAURA CHADWICK, DIRECTOR OF WASHINGTON COUNTY REAL PROPERTY WILL BE PRESENTING A PROPOSAL TO THE HARTFORD PLANNING BOARD TO DO A BOUNDARY LINE CHANGE BETWEEN THE PARCELS TO GIVE THE PARCEL ROAD FRONTAGE.

911 CENTER INFORMATION
SUPERVISOR HAFF SAID THAT THE 911 CENTER IS PROPOSING TO BE MOVED DOWN THE HALL TO A LARGER ROOM AND THEY ARE TRYING TO APPLY FOR GRANT MONEY TO EXPEND OVER $100,000 ON 6 DESKS. HE SAID THAT HE DOES NOT AGREE WITH THAT EXTRAVAGANT EXPENDITURE. THE COMPUTER PROGRAM IS IN CRITICAL CONDITION AND THE COUNTY NEEDS A NEW SOFTWARE SYSTEM THAT COSTS $700,000 AND ANOTHER $80,000 TO MAINTAIN IT YEARLY. SUPERVISOR HAFF SAID THAT SHERIFF MURPHY IS GOING TO INVESTIGATE ANOTHER SOFTWARE SYSTEM THAT COSTS $60,000 AND $15,000 TO MAINTAIN IT PER YEAR TO SEE IF IT IS COMPARABLE TO THE PROPOSED $700,000 SOFTWARE. HE HOPES THAT THIS CHEAPER SOFTWARE WILL BE ADEQUATE FOR THE COUNTY.
2013 REAL PROPERTY TAX EQUALIZATION RATE STATUS
SUPERVISOR HAFF SAID THAT THE 2013 REAL PROPERTY TAX EQUALIZATION RATE STATUS EFFECTIVE JUNE 1, 2013 SHOWS THE TOWN PERCENTAGE CHANGE OF 5.52%.
TAX AUCTION SALE
SUPERVISOR HAFF DISCUSSED THE PUBLIC LAND SALE RESULTS FROM JUNE 15, 2013. HE SAID ONLY 2 HARTFORD PARCELS WERE SOLD. THE TOTAL AMOUNT THE COUNTY MADE OVER THE TAX LIABILITY WAS APPROXIMATELY $418,804.65 PROFIT.
BICENTENNIAL FLAG POLE INFORMATION
SUPERVISOR HAFF SAID THAT THE FLAG POLE AT THE INTERSECTION OF MAIN STREET AND CHRISTIAN HILL HAS BECOME INVISIBLE BECAUSE THERE IS A MAPLE TREE GROWING INTO IT. ON THE FLAGPOLE THERE IS A PLAQUE THAT SAYS “THIS FLAGPOLE DONATED BY THE BICENTENNIAL COMMITTEE IN 1993.” JOHN HOLMES SAID THAT THERE WAS A POLE THERE PRIOR TO THAT ALSO AND THE BICENTENNIAL COMMITTEE HAD A TALLER ONE MADE. HISTORIAN MIKE ARMSTRONG RESEARCHED IT AND SEVERAL PHOTOS WERE DISTRIBUTED TO THE BOARD FOR REVIEW. ONE PHOTO SHOWS GEORGE BRAYTON CORNER STORE DATED APRIL 12, 1939 SHOWING THE FLAG POLE AND SUPERVISOR HAFF SAID THAT COUNCILWOMAN BEECHER’S MOTHER VERIFIED THAT GEORGE BRAYTON WAS A WWI VETERAN AND INSTALLED THE FLAG POLE AROUND THAT TIME. SUPERVISOR HAFF SAID THAT THE HIGHWAY DEPARTMENT IS GOING TO TAKE THE POLE DOWN, PUT A NEW ROPE ON IT AND PAINT IT. THE TREE RIGHT IN FRONT OF IT WILL BE CUT DOWN AND SANDRA SAWN, WHO LIVES ON THE CORNER SAID IT WOULD BE OKAY TO CUT THE TREE DOWN IF THE TOWN WOULD INSTALL SOME NICE SHRUBS IN IT’S PLACE. HE SPOKE TO JEFF CORNELL, WHO IS THE BOY SCOUT LEADER, AND ON VETERANS DAY WHEN ALL OF THE CHURCH BELLS ARE RUNG IN THE COUNTY AND HARTFORD, THE BOY SCOUTS WILL RAISE A FLAG ON THE POLE AND REDEDICATE THE POLE. THIS CAN BE DONE ANNUALLY WITH A NEW FLAG BEING RAISED. THERE WAS DISCUSSION REGARDING WHO OWNS THE CORNER – IT IS WITHIN THE TOWN’S RIGHT OF WAY.
SOLE ASSESSOR
SUPERVISOR HAFF SAID THAT ALL SOLE ASSESSOR’S ARE APPOINTED AT THE SAME TIME EVERY 6 YEARS. HE SAID THAT HIS NORMAL POLICY IS TO POST ALL POSITIONS AVAILABLE, REGARDLESS IF THE INCUMBENT WANTS TO BE REAPPOINTED.

RESOLVED TO POST THE VACANCY OF SOLE ASSESSOR TO BE APPOINTED AT THE NEXT TOWN BOARD MEETING. ALL APPLICANTS WILL NEED TO APPLY BY NOON ON AUGUST 9, 2013 IN ORDER TO BE CONSIDERED.

ALTERNATIVE SENTENCING PROGRAM
SUPERVISOR HAFF SAID THAT THE MEMBERS OF THE ALTERNATIVE SENTENCING PROGRAM ARE THE ONES WHO ARE CURRENTLY PAINTING THE TOWN HALL. THRU WASHINGTON COUNTY COURTS CERTAIN PEOPLE ARE GIVEN COMMUNITY SERVICE IN ORDER TO WORK OFF THEIR SENTENCE INSTEAD OF SERVING JAIL TIME. SUPERVISOR HAFF SAID THE ONLY EXPENSE IS THE PAINT AND SUPPLIES WHICH WILL BE AROUND $4000-$5000. HE SAID THAT HE HAS SPOKEN TO ALTERNATIVE SENTENCING ABOUT POSSIBLY HAVING SOMEONE START FILLING IN ALL OF THE SUNKEN GRAVES IN THE OLD BAPTIST CEMETERY. THE TOWN WOULD PROVIDE THE TOP SOIL, WHEELBARROW AND GRASS SEED. HE DOESN’T CARE IF IT TAKES A FEW YEARS TO COMPLETE THE PROJECT. SUPERVISOR HAFF SAID THAT HE IS ALSO INVESTIGATING IF AN ALTERNATIVE SENTENCING PROGRAM PERSON COULD POSSIBLY MOW LAWNS OF HOUSES THAT ARE CURRENTLY VACANT AND IN FORECLOSURE PROCEEDINGS. HE SAID THAT HE HAS ASKED THE ATTORNEY FOR THE TOWN AS WELL AS THE INSURANCE BROKER IF THIS CAN BE DONE WITHOUT ANY LIABILITY ETC.
NYS COMPTROLLER FISCAL STRESS TESTING
SUPERVISOR HAFF DISCUSSED THE NYS COMPTROLLER FINANCIAL FISCAL STRESS TESTING. HARTFORD DID VERY WELL WITH – RANKED WITH NO DESIGNATION WITH A FISCAL SCORE OF 3.3% AND NO ENVIRONMENTAL RATING WITH AN ENVIRONMENTAL SCORE OF 16.7%.
NOTICE OF CLAIM
SUPERVISOR HAFF SAID GENERAL MUNICIPAL LAW 50-e(1) REQUIRES THE SERVICE OF A NOTICE OF CLAIM UPON A PUBLIC CORPORATION, INCLUDING MUNICIPAL CORPORATIONS, SUCH AS TOWNS AS A CONDITION PRECEDENT TO FILING SUIT FOR PERSONAL INJURY AND PROPERTY DAMAGE. EFFECTIVE JUNE 15, 2013 IN LIEU OF SERVING A NOTICE OF CLAIM UPON THE MUNICIPALITY, A NOTICE OF CLAIM MAY NOW BE SERVED ON THE NYS SECRETARY OF STATE. THE SECRETARY WILL FORWARD A COPY OF THE NOTICE OF CLAIM TO THE PERSON DESIGNATED BY THE MUNICIPALITY TO RECEIVE THE NOTICE OF CLAIM. MUNICIPALITIES MUST FILE A CERTIFICATE OF DESIGNATION OF NOTICE OF CLAIM WITH THE SECRETARY OF STATE NO LATER THAN JULY 15, 2013. BY FILING WITH THE NYS SECRETARY OF STATE A SERVICE FEE OF $250 WILL BE REQUIRED AND HALF THE FEE WILL BE RETAINED BY THE STATE AND THE OTHER HALF WILL BE PROVIDED TO THE MUNICIPALITY NAMED IN THE NOTICE OF CLAIM. IF THE MUNICIPALITY DOES NOT HAVE A CURRENT AND TIMELY CERTIFICATE FILED WITH THE SECRETARY OF STATE, IT WILL NOT RECEIVE A SHARE OF THE SERVICE FEE. FLOODING OF YOUTH COMMISSION FIELDS
SUPERVISOR HAFF DISCUSSED THAT THE YOUTH COMMISSION FIELDS LOCATED AT THE FRONT OF THE SCHOOL HAVE RECENTLY FLOODED. HE CONTACTED WASHINGTON COUNTY SOIL & WATER, JOE DRISCOLL. THERE IS GOOD NEWS – THE WETLANDS DO NOT START UNTIL PAST THE ELEMENTARY SCHOOL AREA. SO THE ENTIRE CREEK IS NOT A WETLAND AND IT IS DEC CATEGORY D STREAM – SO NO PERMIT IS NEEDED TO WORK ON IT. JOE DRISCOLL IS GOING TO WALK THE PROPERTY ON JULY 10, 2013 TO SEE IF IT WOULD BE POSSIBLE TO DIG A NEW CHANNEL FOR THE STREAM AND TAKE THE SPOILS OF THE DIGGING AND PUT IT INTO THE EXISTING STREAM BED. SUPERVISOR HAFF ASKED JOE DRISCOLL TO PLAN ON DRAWING UP A PLAN FOR THE TOWN AND ANDY COOK, SUPERINTENDENT FOR THE SCHOOL SAID THAT ANY WORK THE TOWN PROPOSES TO DO TO HELP OUT WOULD BE FINE. SUPERVISOR HAFF SAID THAT HE CONTACTED GLEN GOSNELL, PRESIDENT OF THE HARTFORD VOLUNTEER FIRE COMPANY, OWNER OF THE CREEK PROPERTY AND HE BELIEVES THAT THE FIRE COMPANY SIGNED OFF ON THE PROPERTY ABOUT 10-15 YEARS AGO. SUPERVISOR HAFF SAID HE WENT TO THE COUNTY CLERK’S OFFICE AND SEARCHED ALL THE DEEDS FOR THE HVF CO AND IF THEY DID IT – IT WAS A HANDSHAKE AND NO PAPERWORK WAS EVER FILED. JOHN HOLMES SAID THAT THE

PROPERTY WAS OWNED BY CHUCK EDWARDS. HE GAVE THE FIRE COMPANY THE LAND ON A 99 YEAR LEASE. THERE ARE NO MORE EDWARDS FAMILY SURVIVORS SO THE FIRE COMPANY GRANTED THE SCHOOL A 99 YEAR LEASE. AT THE END OF THE 99 YEARS IT WOULD BE THE SCHOOL’S RESPONSIBILITY TO OBTAIN TITLE TO THE LAND. SUPERVISOR HAFF SAID THAT HE HAD THE STATE RIGHT OF WAY INVESTIGATED AND THE STATE SAID IT IS OUT OF THEIR JURISDICTION. HE SAID THAT GLEN GOSNELL TOLD HIM THAT THE FIRE COMPANY DOES NOT CARE WHAT IS DONE. SUPERVISOR HAFF SAID HE BELIEVES THAT IF THE TOWN AND YOUTH COMMISSION USE GOOD ENVIRONMENTAL PRACTICES AS PER JOE DRISCOLL’S RECOMMENDATIONS THEY WOULD LIKE TO MOVE THE STREAM OVER ABOUT 5 FEET. THERE IS A LOT OF STABILIZATION TO BE DONE TO KEEP IT FROM MEANDERING INTO THE FIELD MORE.
YOUTH COMMISSION REPORT
RON SMITH SAID THEY FINISHED BASEBALL AND SOFTBALL TOURNAMENTS. THEY HAVE STARTED SOCCER SIGNUPS AND THEY PLAN TO SELL FOOD DURING THE TOWN WIDE GARAGE SALE. THERE WAS DISCUSSION REGARDING THE YOUTH COMMISSION TREASURER’S/BANK BALANCE INFORMATION.

ENFORCEMENT OFFICER REPORT
MARK MILLER SAID THAT IN REFERENCE TO THE LETTER RECEIVED FROM NYS ENCON REGARDING THE STANLEY BRADLEY PROPERTY. HE TALKED TO STANLEY AND HE SAID HE IS SELLING THE BUILDING. SUPERVISOR HAFF SAID THAT THE NEW OWNER IS GOING TO RECYCLE TRANSFORMERS. SUPERVISOR HAFF SAID NO MATTER WHO OWNS THE BUILDING, THE NEW OWNER WILL NEED TO COME BEFORE THE PLANNING BOARD DUE TO A CHANGE OF USE UNDER THE SITE PLAN REVIEW LAW BEFORE STARTING ANY ACTIVITIES.

HISTORIAN REPORT
MIKE ARMSTRONG TALKED ABOUT THE HISTORY OF THE DR. CLARY PROPERTY WHERE THE COPPER ROOF WAS STOLEN. HE TALKED ABOUT HENRY FORD VISITING THE TOWN AND A PLOWING CONTEST THAT WAS HELD. MIKE DISCUSSED THE HISTORY OF THE URN IN THE OLD BAPTIST CHURCH CEMETERY – IT WAS DEDICATED IN 1910. HE SAID IT IS STILL IN VERY GOOD CONDITION. THE HIGHWAY DEPARTMENT REPAINTED IT AND IT IS BACK IN THE CEMETERY.
