RESOLVED AS FOLLOWS:
A) REGULAR MEETINGS SHALL BE HELD ON THE SECOND TUESDAY OF THE MONTH STARTING AT 7 PM WITH A QUORUM OF AT LEAST 3 MEMBERS NEEDED IN ORDER TO CONDUCT OFFICIAL BUSINESS.
B) AUDIT SESSION SHALL START AT 6:30 PM PRIOR TO THE OPENING OF THE REGULAR MEETING.
C) THE SUPERVISOR CHAIRS THE MEETINGS. IF THE SUPERVISOR IS UNABLE TO ATTEND THE MEETING THEN THE DEPUTY SUPERVISOR SHALL CHAIR THE MEETING. THE CHAIR SHALL OPEN, PRESIDE UPON AND ADJOURN ALL MEETINGS.
D) ITEMS THAT ARE TO BE CONSIDERED FOR INCLUSION IN THE AGENDA SHALL BE SUBMITTED TO THE SUPERVISOR BY THE FRIDAY IMMEDIATELY PRECEDING THE REGULAR TOWN BOARD MEETING.

ON MOTION OF SUPERVISOR HAFF, 2ND BY COUNCILWOMAN BEECHER, THE FOLLOWING RESOLUTION WAS ADOPTED 5 AYES, 0 NAYS. VOTING AYE, COUNCILWOMAN BEECHER, COUNCILMAN BURCH, COUNCILMAN HARRINGTON, COUNCILWOMAN PEREZ AND SUPERVISOR HAFF.
RESOLVED THAT THE 2021 HARTFORD VOLUNTEER FIRE COMPANY REPORT BE ACCEPTED.
HIGHWAY
COUNCILWOMAN BEECHER SAID THAT SHE HAS BEEN LOOKING AROUND THE STATE FOR A NEWER USED TRUCK AND MOST ARE AROUND THE $150,000 PRICE RANGE. SUPERVISOR HAFF SAID THAT THE TOWN ALWAYS BUYS OLDER TRUCKS AROUND $70,000 THAT STILL NEED TO PUT MONEY INTO REPAIRS. SUPERVISOR HAFF SAID THAT THE PREVIOUS 3 YEAR AVERAGE SPENT ON SAND PURCHASES IS $37,000 A YEAR. SUPERVISOR HAFF SAID THAT THE FRONT TIRES ON THE PAYLOADER ARE PRETTY BALD BUT THE REAR ONES ARE BETTER. HE SAID HE SPOKE TO GREG ABOUT POSSIBLY ROTATING THE TIRES. GREG SAID ONE OF THE FRONT TIRES HAS ISSUES SO HE WOULD LIKE TO PURCHASE 2 NEW TIRES FOR THE FRONT OF THE LOADER INSTEAD OF PURCHASING 4 NEW ONES.
ENFORCEMENT OFFICER REPORT
MARK MILLER SAID THAT HE HASN’T BEEN TOO BUSY- IT’S BEEN A SLOW MONTH. SUPERVISOR HAFF DISCUSSED THE BARBARA ZAFFO MAIN STREET SEPTIC ISSUE. ORIGINALLY THERE WAS A WAIVER FORM AVAILABLE TO SUBMIT BUT NOW WASHINGTON COUNTY CODE ENFORCEMENT PATRICK FREEBORN IS DENYING THE REQUEST. HE WANTS DETAILS ON THE CONSTRUCTION OF THE WELL AND OLD SEPTIC TANK. MARK SAID THAT HE IS VERY UNACCOMMODATING TO RESIDENTS. SUPERVISOR HAFF SAID THAT HE IS GOING TO REQUEST THAT PATRICK FREEBORN BE REMOVED FROM THE TOWN OF HARTFORD. COUNCILMAN BURCH DISCUSSED BUILDINGS LOCATED ON LILY POND ROAD THAT ARE WITHIN FORESTRY PLANS AND DEC SETBACKS.
