NOTICE TO BIDDERS

NOTICE IS HEREBY GIVEN, that the Town of Hartford will accept sealed bids at the Town Hall until 12:00 P.M. on December 9, 2022 for a 2023 Navistar Chassis and related snowplow equipment.

The bids shall be opened publicly and read aloud on December 9, 2022 at 12:05 P.M. at the Town of Hartford Town Hall, 165 Hartford Main Street, Hartford, New York.

All bids submitted in response to this notice shall be marked “SEALED BID — HIGHWAY EQUIPMENT” clearly on the outside of the envelope and be delivered via mail at Town of Hartford, PO Box 214, Hartford, NY 12838 or in per person during regular business hours at Town of Hartford, 165 Hartford Main Street, Hartford, New York .  Bids will not be accepted via fax or email.

All prices are to be based upon the acceptance of the vehicle after the successful completion of the vehicle delivery to the Town of Hartford Highway Garage. Payment for the completed vehicle will be made within thirty (30) days after the vehicle has successfully passed the Town’s delivery site acceptance tests. The successful bidder must produce delivery no later than March 15, 2023.

The specifications are available by obtaining a copy from the Town Clerk during normal business hours at 165 Hartford Main Street, Hartford, New York or requested by email at [email protected].  The specifications are to be considered minimum requirements and any alternates, substitutions, or deviations to the specifications must be clearly stated on a separate page. Each bidder shall submit with their bid a copy of all warranties pertaining to the vehicle.  Each bid shall be binding until January 31, 2023.

All bids must be accompanied by a Non-Collusive Bid Certificate and an Iranian Energy Sector Divestment Certification.  Bids shall be evaluated by the Town based upon the lowest responsible bidder and/or the best value. The Town reserves the right to waive any informality in the bids received when such a waiver is in the best interest of the Town. The Town reserves the right to reject any and all bids.

NOTICE OF PUBLIC HEARING

PLEASE TAKE NOTICE that a public hearing will be held by the Town Board of the Town of Hartford on December 13, 2022 at 7:05 p.m. at the Offices of the Town of Hartford, 165 County Route 23, Hartford, New York, to discuss the Franchise Agreement to Provide Cable Television Services with Spectrum Northeast, LLC, an indirect subsidiary of CHARTER COMMUNICATIONS, INC. with the Town of Hartford.  Copies of the proposed Franchise Agreement are available for public review on the town website or at the Office of the Town Clerk, 165 County Route 23, Hartford, New York. All of those wishing to comment in regard to the proposed Franchise Agreement shall have a full opportunity to be heard.

NOTICE OF PUBLIC HEARING

PLEASE TAKE NOTICE that, pursuant to a resolution adopted by the Planning Board of the Town of Hartford on October 25, 2022, a public hearing will be held by said Planning Board on November 29, 2022 at 7:00 p.m. at the Offices of the Town of Hartford, 165 Main Street, Hartford, New York, to discuss the application and review the site plan for Douglas & Sandra Durkee.
Application #22-1:  The applicants Douglas & Sandra Durkee  have presented a Site Plan to change the use of an existing barn to an event space. This property is located at 129 County Route 17 in the Town of Hartford, Washington County, Tax Map Number 122.-1-26.

The site plan is on file and available for review at the Town Hall.

PRELIMINARY BUDGET OF THE TOWN OF HARTFORD

FOR THE YEAR 2023

NOTICE IS HEREBY GIVEN that the preliminary budget of the Town of Hartford for the fiscal year beginning January 1, 2023, including general town funds, highway funds, fire protection district funds, light district funds, and exemption summary has been completed and filed in the office of the Town Clerk of the Town of Hartford, 165 Hartford Main Street, where it is available for inspection by any interested person during office hours.

The Town Board of the Town of Hartford shall hold a public hearing on said preliminary budget at its regular monthly meeting to be held on Tuesday, October 11, 2022 at 7:05 p.m. at the Town Hall, showing such changes, alterations and revisions as shall have been made therein by the Town Board of the Town of Hartford.  At such hearing, any person may be heard in favor of or against the preliminary budget as compiled or for or against any item or items therein contained.  Copies of the preliminary budget are available prior to the meeting from the Town Clerk during normal business hours.

SEEKING APPLICATIONS FROM NOT FOR PROFIT 501(C)(3) ORGINATIONS THAT RESIDE IN THE TOWNSHIP, PROVIDE A BENEFIT TO THE COMMUNITY, AND HAVE HAD A NEGATIVE ECONOMIC IMPACT ON THEIR FUNDRAISING DUE TO THE COVID-19 PANDEMIC

PLEASE TAKE NOTICE the Town of Hartford is seeking applications from Not for Profit 501(c)(3) organizations that reside in the Township, provide a benefit to the community, and have had a negative economic impact on their fundraising due to the COVID-19 Pandemic. Applications to be considered as recipients for the Town of Hartford ARPA funding, which is designed to help make up fundraising shortfalls due to the COVID-19 pandemic must provide; IRS Determination Letter that shows proof of current IRS 501-C-3 status, and revenue fundraising losses incurred from 3/4/21 through 3/4/22 with substantiating documentation validating these losses so that the Town may consider the degree and scope of funding, if any, may be provided to recipients. Applications shall be reasonably proportional to the harm identified and reasonably designed to benefit those 501(c)(3) that were impacted.
