TOWN OF HARTFORD PLANNING BOARD MEETING

APRIL 24, 2012

CHAIRMAN SWEZEY OPENED THE MEETING AT 7:02 P.M.

MOTION MADE BY HOLMES SECOND BY MOORE TO ACCEPT THE MINUTES OF THE MARCH 27, 2012 MEETING.  MOTION WAS APPROVED UNANIMOUSLY.

12-06 BURCH SUBDIVISION
DUANE BURCH APPEARED BEFORE THE PLANNING BOARD WITH CONCEPT PLAN FOR SUBDIVISION OF 2 PARCELS ON BURCH ROAD FROM A +- 164 ACRES FROM PARCEL 151.-2-8.   THERE WAS DISCUSSION REGARDING THE REALTY SUBDIVISION REQUIREMENT FOR PUBLIC HEALTH.   THE BOARD ADVISED TO RETURN WITH SURVEY MAP AND TO APPLY THROUGH SUBDIVISION APPLICATION.

12-07 DAIGLE SIGN- SITE PLAN
THERE WAS DISCUSSION REGARDING RON DAIGLE REQUESTING TO USE A 4’ X 8’ SECTION OF THE ALREADY EXISTING SIGN BELONGING TO HARTFORD SELF STORAGE (WILLIAM ROBERTS) LOCATED AT THE CORNER OF STATE ROUTE 149 AND ROUTE 40.  AFTER DISCUSSION IT WAS DECIDED THAT THIS WOULD BE A CHANGE THAT IS NOT PART OF THE PROJECT – AS WELL AS A NEW SITE PLAN APPLICATION.  MIKE SWEZEY WILL CONTACT THEM AND ADVISE.  IF THEY ARE NOTIFIED, A PUBLIC HEARING WILL BE SET.

MARK MILLER SAID THAT HE SPOKE WITH LORI FLORIAN FROM ALPHA DRILLING & BLASTING.  SHE SAID THAT THE SIGNALERS ARE ON THE STORAGE UNITS AND SHE IS TRYING TO WORK OUT ALL OF THE “BUGS” WITH THE UNITS.  HE SAID THAT HE WILL GO OVER AND INSPECT WHEN SHE IS READY.

ELDRIDGE LANE
SUPERVISOR HAFF SAID THAT THE COUNTY IS PROPOSING TO SUBDIVIDE THE ELDRIDGE LANE PROPERTY.  HE SAID THAT THE COUNTY DOESN’T THINK THAT THEY NEED TO APPEAR BEFORE THE TOWN PLANNING BOARD.  HE DREW ON THE WHITE BOARD THE PARCELS AS THEY EXIST NOW AND EXPLAINED THAT THE COUNTY IS LOOKING TO HAVE IT APPRAISED IN 5 DIFFERENT WAYS.  THE WHOLE THING, OR BY DIVIDING IT BACK TO THE ORIGINAL 3 DEEDS (HOWARD BURCH 241 ACRES, ANDREW BOROS 124 ACRES, LEONARD MOORE 120 ACRES). ONE PARCEL COULD BE LANDLOCKED UNLESS LEONARD MOORE WOULD WANT TO PURCHASE IT BACK.  IF NOT, THEY WOULD COMBINE IT WITH ANOTHER.  THEY CO-MINGLED THE PARCELS FOR TAX PURPOSES BUT THE 3 DEEDS STILL EXIST AND COULD BE RE-SUBDIVIDED.  THERE WAS DISCUSSION REGARDING TAX ID’S MERGING AND DEEDS.  JEFF MEYER SAID THAT BASED ON THE CIRCUMSTANCES OF THE COUNTY PROPERTY HE BELIEVES THAT IT HAS BEEN MERGED.  HOLMES SAID THAT THE TOWN PLANNING BOARD PAST PRACTICE HAS BEEN THAT ONCE

SOMETHING IS CO-MINGLED IT BECOMES ONE PARCEL.  SUPERVISOR HAFF SAID THAT HE NEEDS SOMETHING TO PROVE IT TO THE COUNTY.  THERE WAS DISCUSSION THAT THE ONLY WAY THE FAR PARCEL WOULD NOT BE LANDLOCKED WOULD BE TO RECONFIGURE IT WITH 60’ TO THE ROADWAY OR MERGED OR PURCHASED WITH THE OTHER PARCELS.  THERE WAS DISCUSSION THAT THERE IS NO EXISTING RIGHT OF WAY ROAD INTO THE FAR PROPERTY.  SUPERVISOR HAFF SAID THAT THIS WILL NOT MAKE IT IN TIME FOR THE COUNTY FORECLOSURE AUCTION SINCE THAT WILL BE IN JUNE.  HE SAID THAT THE LIEN AGREEMENT WITH WARREN COUNTY SAYS THAT IF WASHINGTON COUNTY SELLS THE PROPERTY IT SHALL GO THROUGH AUCTION.  BUT IF WARREN COUNTY AGREES IT CAN GO TO A BROKER THEN THEY WILL PROCEED.  WARREN COUNTY GETS 50% OF THE SALE NO MATTER WHAT.  SUPERVISOR HAFF SAID THAT THE COUNTY HAS AUTHORIZED $1000 FOR AN APPRAISER TO LOOK AT THE 5 DIFFERENT COMBINATIONS AND SELL IT.  THERE WAS DISCUSSION THAT THE COUNTY PREVIOUSLY PUT IT UP FOR SALE WITHOUT EVEN INFORMING WARREN COUNTY AND THE REASON THEY REJECTED THE AUCTION OFFER BECAUSE THEY DIDN’T THINK IT WAS ENOUGH MONEY, SINCE AT THAT TIME IT HAD A PERMITTED LANDFILL THAT THEY THOUGHT WAS WORTH $3 MILLION.  SUPERVISOR HAFF REQUESTED JEFF FOR DOCUMENTATION THAT HE CAN GIVE TO BILL MCCARTY INDICATING THAT THE COUNTY WOULD NEED TO FILE FORMAL APPLICATION.

MOTION MADE BY HOLMES SECOND BY MOORE TO ADJOURN MEETING.  MOTION WAS APPROVED UNANIMOUSLY.  MEETING ADJOURNED AT 7:32 P.M.
