SUPERVISOR HAFF DISCUSSED A WASHINGTON COUNTY FORECLOSURE LIST. HE SAID THAT THE COUNTY HAS NOT BEEN ABLE TO FORECLOSE ON ANY PROPERTIES FOR ABOUT 3 YEARS BECAUSE OF COVID. THERE WAS A MORATORIUM ON FORECLOSURES THAT HAS NOW BEEN LIFTED.

RESOLUTION TO RECOGNIZE THE ENTIRE AMOUNT OF THE AMERICAN RESCUE PLAN ACT (ARPA) AWARDED TO THE TOWN OF HARTFORD AS A STANDARD ALLOWANCE ON LOST REVENUE

ON MOTION OF SUPERVISOR HAFF, 2ND BY COUNCILWOMAN BEECHER, THE FOLLOWING RESOLUTION WAS ADOPTED 5 AYES, 0 NAYS. VOTING AYE, COUNCILWOMAN BEECHER, COUNCILMAN BURCH, COUNCILMAN HARRINGTON, COUNCILWOMAN PEREZ AND SUPERVISOR HAFF.
WHEREAS, THE FINAL RULES ISSUED BY THE US TREASURY EFFECTIVE 4/1/2022 ALLOWS THE TOWN TO DECLARE UP TO $10 MILLION OR 30% OF THE AWARD, WHICHEVER IS GREATER, AS A STANDARD ALLOWANCE FOR LOST REVENUE, NOT TO EXCEED THE AMOUNT OF AWARD, AND
WHEREAS, THE TOWN WAS ORIGINALLY AWARDED $224,922.40 WHICH IS LESS THAN $10,000,000.00, AND WHEREAS, THE TOWN RECEIVED THE FIRST HALF OF THE AWARD IN THE SUMMER OF 2021 AND EXPECTS THE SECOND HALF OF THE AWARD IN THE SUMMER OF 2022, AND NOW

THEREFORE, BE IT RESOLVED THAT THE TOWN OF HARTFORD RECOGNIZES THE ENTIRE AMOUNT OF THE AWARD OF $224,922.40 AS THE STANDARD ALLOWANCE FOR LOST REVENUE.

ARPA #1 ELECTRICIAN BIDS – AWARD WORK/CONTRACT
SUPERVISOR HAFF SAID THAT THE TOWN WANTS TO INSTALL AN HVAC SYSTEM SO IN ORDER TO INSTALL THAT THE TOWN NEEDS TO INSTALL AND PROVIDE ENOUGH ELECTRICITY TO THE UNITS. HE SAID THAT HE OBTAINED 3 BIDS FROM ELECTRICIANS TO PROVIDE 3 CIRCUIT BREAKERS 240 -VOLT 30 AMP RATED LINES IN 3 OUTSIDE LOCATIONS.

THERE WAS LENGTHY DISCUSSION AFTER SUPERVISOR HAFF EXPLAINED THAT BROWNELL’S BID INCLUDED THE COMPLETE REPLACEMENT OF AN ELECTRICAL PANEL INSTALLED IN 1964 THAT THE PROJECT WOULD USE IN THE HIGHWAY GARAGE. SUPERVISOR HAFF SAID THAT HE DIDN’T WANT TO BE SPENDING MONEY ON THINGS THAT AREN’T NEEDED. COUNCILWOMAN BEECHER FOLLOWED HIGHWAY SUPERINTENDENT GREG BROWN TO THE GARAGE TO VIEW THE PANEL. SHE CAME BACK AND SAID THAT IT IS PART OF OUR RESPONSIBILITY AS TOWN BOARD MEMBERS TO PROTECT THE HEALTH, SAFETY AND WELFARE OF THE TOWN, AND THAT SET OF PANEL BOXES IS OLD. SHE SAID THAT SHE FELT THAT THE TOWN SHOULD, EVEN IF IT’S A COUPLE THOUSAND DOLLARS WE HAVE TO TAKE OUT OF THE BUDGET, WE SHOULD DO IT AS LONG AS WE’RE IN THE MIDST OF THIS PROJECT. I FEEL THAT THEY ARE OLD AND NEED TO BE REPLACED. SUPERVISOR HAFF SAID I DISAGREE WITH YOU BUT THANK YOU FOR YOUR COMMENT. SUPERVISOR HAFF SAID HE FELT THEY SHOULD GO WITH THE LOWEST BID WITH CRUMLEY ELECTRIC AT $5,925.00. SUPERVISOR HAFF SAID THAT THE WORK NEEDED TO BE COMPLETED BEFORE THE HVAC BID IS AWARDED AT THE NEXT TOWN BOARD MEETING. THERE WAS FURTHER DISCUSSION REGARDING IF THE ELECTRICAL WORK CAN BE COMPLETED BY THE CONTRACTOR BY MAY 10, 2022. COUNCILWOMAN PEREZ ASKED FOR GREG BROWN’S INPUT. HE SAID THAT THEY HAVE HAD A FEW ISSUES WITH BREAKERS TRIPPING OVER THE YEARS AND HE HAS CHANGED A COUPLE THINGS AROUND TO HELP THE ISSUE. HE SAID THAT HE CAN SEE BOTH SIDES OF THE CONVERSATION BUT MOVING FORWARD HE THINKS IT WOULD BE SMART TO CHANGE AND UPGRADE IT. MARK MILLER, ENFORCEMENT OFFICER SAID THAT THE PANELS DON’T GO BAD IT IS NORMALLY THE BREAKERS. BREAKERS CAN BE CHANGED OUT EASILY AS LONG AS THE NEW BREAKERS SHUT OFF IN THE OLD PANEL. SUPERVISOR HAFF SAID THAT IS WHAT HAPPENS IS WHEN A BREAKER BLOWS IT GETS REPLACED – NOT ALL BREAKERS. COUNCILMAN BURCH SAID THAT THE ONLY REASON WE’RE TALKING ABOUT THIS NOW IS BECAUSE A GUY CAME IN AND OVERBID WITH EXTRA STUFF, OTHERWISE WHAT WOULD YOU HAVE DONE? SUPERVISOR HAFF SAID WHEN THE ELECTRICIANS CAME, HE NEVER ASKED IF THE ENTIRE PANEL NEEDED TO BE “CLEANED UP” BUT THAT BROWNELL FELT THE REPLACEMENT WAS NEEDED. COUNCILMAN HARRINGTON SAID THAT IF THAT WAS INCLUDED IN THE CONVERSATION THE OTHER TWO PROBABLY WOULD HAVE CHANGED THEIR BIDS. THERE WAS FURTHER DISCUSSION THAT IF THE TOWN IS APPROVED AS A RED CROSS SHELTER IN THE FUTURE UPGRADING THE PANELS AND BREAKERS COULD BE CONSIDERED AGAIN.
RESOLUTION TO AWARD ELECTRICAL WORK TO PREPARE FOR THE INSTALLATION OF A HVAC

WHEREAS, THE TOWN OF HARTFORD HAS BEEN PROVIDED WITH ARPA STIMULUS FUNDING BY THE FEDERAL GOVERNMENT TO HELP PROVIDE A RESPONSE TO THE EFFECTS OF COVID-19.

WHEREAS THE TOWN DESIRES TO UPGRADE THE VENTILATION IN THE OFFICES AND PUBLIC CONGREGATE AREAS OF THE TOWN HALL TO HELP MITIGATE AIR BORN INFECTIONS.

WHEREAS THE TOWN DESIRES TO ACCOMPLISH THIS BY CONTRACTING FOR THE PUBLIC WORKS INSTALLING OF HVAC DUCTLESS MINI SPLIT HEAT PUMP SYSTEMS FOR COOLING AND HEATING.

WHEREAS, IN ORDER FOR A HVAC SYSTEM TO BE INSTALLED, THE TOWN NEEDS TO ADDRESS FOR THE INCREASED ELECTRICAL REQUIREMENTS OF SAID SYSTEMS BY CONTRACTING WITH A LICENSED ELECTRICIAN.

WHEREAS, THE TOWN OF HARTFORD HAS SOUGHT AND RECEIVED QUOTES FROM MULTIPLE ELECTRICAL CONTRACTORS TO ACCOMPLISH THIS WORK WHICH INCLUDES BUT IS NOT LIMITED

1. THE PROVISION AND INSTALLATION OF THREE EACH 220-240V 30-AMP BREAKERS WITHIN A PANEL PROVIDED BY THE CONTRACTOR
2. PROVISION AND RUNNING OF 10/3 ELECTRICAL WIRE WITHIN PROTECTIVE COVERING TO THREE EXTERNAL WEATHERPROOF JUNCTION BOXES (PROVIDED BY THE CONTRACTOR) IN THE THREE VARIOUS LOCATIONS WHICH HAVE BEEN POINTED OUT BY THE TOWN DURING PRE-BID SITE VISITS BY THE RESPONDING ELECTRICAL CONTRACTORS
3. PROVISION OF AN ELECTRICAL INSPECTION CERTIFICATE AND STICKER.
WHEREAS, THE TOWN BOARD IS AUTHORIZED TO AWARD THIS PUBLIC WORKS CONTRACT SUBJECT TO THE TOWN OF HARTFORD PROCUREMENT POLICY THROUGH COMPETITIVE BIDDING ON THE BASIS OF EITHER THE LOWEST RESPONSIBLE BIDDER OR “BEST VALUE”.
NOW THEREFORE BE IS RESOLVED, THE TOWN BOARD OF HARTFORD HEREBY DETERMINES THAT IT IS IN THE BEST INTEREST OF THE TOWN OF HARTFORD TO AWARD THE PUBLIC WORKS CONTRACT FOR THIS ELECTRICAL WORK TO BIDDER CRUMLEY ELECTRIC, SUBJECT TO THE MUTUAL ACCEPTANCE BY BOTH PARTIES OF A CONTRACT FOR SAID WORK.

ARPA #2 HVAC RFP
SUPERVISOR HAFF READ INTO THE RECORD THE PROPOSED HVAC RFP. SUPERVISOR HAFF DISCUSSED THE RFP AT LENGTH AND HOW THE ATTORNEY FOR THE TOWN DRAFTED IT ALL. COUNCILWOMAN BEECHER ASKED IF THE UNITS WOULD REALLY HEAT THE BUILDING. SUPERVISOR HAFF SAID THAT THEY CLAIM THE UNITS WILL HEAT DOWN TO -15 DEGREES OUTSIDE BUT IF IT GETS REALLY COLD, WE STILL HAVE THE EXISTING BASEBOARD BOILER HEAT AS A BACKUP. IT IS NOT BEING REMOVED. SUPERVISOR HAFF SAID THE UNITS ARE VERY EFFICIENT.

RESOLUTION TO AWARD FLOORING LABOR WORK
SUPERVISOR HAFF SAID THAT THE TOWN IS DOING THE HVAC SYSTEM PROJECT IN RESPONSE TO THE NEED FOR IMPROVED VENTILATION AS RECOMMENDED DURING AIR BORNE PANDEMICS/INFECTIONS. ANOTHER THING TO REDUCE INFECTIONS IS TO REMOVE CARPET SINCE IT IS VERY HARD TO SANITIZE AND CLEAN EFFECTIVELY. SUPERVISOR HAFF DISCUSSED THE PROPOSAL TO REMOVE THE CARPET IN THE TOWN CLERK VESTIBULE, MAIN MEETING ROOM, HALLWAY AND ASSESSORS’ OFFICE AND PUT DOWN SOME TYPE OF DURABLE FLOORING THAT IS EASIER TO WASH AND SANITIZE. SUPERVISOR HAFF SAID THAT THE TOWN CLERK HAD MIKE POLLOCK COME IN AND GIVE AN ESTIMATE AND HE PROVIDED A SAMPLE 12 X 24 FLOOR TILE. SUPERVISOR HAFF DISCUSSED THE ROOM SIZES AND PRICING QUOTED. SUPERVISOR SAID THAT HE CAN GO OUT AND PURCHASE THE REQUIRED TILES, GLUE AND COVE FOR APPROXIMATELY $4480 WITH THE TOWN DEBIT CARD. AND THEN THE TOWN CAN PAY MIKE POLLOCK $2,290 FOR INSTALLATION.

RESOLVED TO AUTHORIZE HIGHWAY SUPERINTENDENT TO SIGN THE WASHINGTON COUNTY MOWING CONTRACT IN THE AMOUNT OF $2724.65

GREG BROWN REQUESTED THE TOWN BOARD TO AUTHORIZE WIRING THE $1050 FOR THE PURCHASE OF THE HOT BOX TO AVOID ADDITIONAL FEES. SUPERVISOR HAFF SAID THAT SEVERAL TOWNS AND WASHINGTON COUNTY WENT TOGETHER ON A SHARED SERVICES AGREEMENT FOR A NEW ONE ALSO. THERE WAS FURTHER DISCUSSION REGARDING HOW THE HOT BOX WILL BE REPAIRED AND USED. SUPERVISOR HAFF TOLD GREG TO LET JOEL KNOW THE TOWN BOARD AUTHORIZED PAYMENT REQUESTED.

SUPERVISOR HAFF ASKED ABOUT THE FREE DRIVEWAY WORK PERMIT. PLANNING BOARD CHAIRMAN, MIKE SWEZEY SAID THAT THE PLANNING BOARD VOTED TO RECOMMEND THE PERMIT TO THE TOWN BOARD TO APPROVE IT. SUPERVISOR HAFF SAID THAT IN ORDER FOR THE TOWN BOARD TO APPROVE AND ENFORCE IT, A LOCAL LAW WOULD NEED TO BE DRAFTED AND PASSED. SUPERVISOR HAFF SUGGESTED THAT ITEM #5 SUMP PUMPS ARE NOT TO BE DISCHARGED INTO DRAINAGE DITCH SHOULD BE REVISED TO INCLUDE NEW SYSTEM INSTALLATIONS THEREBY ALLOWING GRANDFATHERED SITUATIONS. THERE WAS FURTHER DISCUSSION REGARDING THE INTENT OF THE PERMIT. SUPERVISOR HAFF SAID THAT HE WILL CONTACT JEFF MEYER, ATTORNEY FOR THE TOWN TO PROVIDE THE NECESSARY DOCUMENTS TO MOVE FORWARD TOWARD LOCAL LAW APPROVAL.

ON MOTION OF SUPERVISOR HAFF, 2ND BY COUNCILWOMAN BEECHER, THE FOLLOWING RESOLUTION WAS ADOPTED 5 AYES, 0 NAYS. VOTING AYE, COUNCILWOMAN BEECHER, COUNCILMAN BURCH, COUNCILMAN HARRINGTON, COUNCILWOMAN PEREZ AND SUPERVISOR HAFF.
RESOLVED THAT THE HIGHWAY SUPERINTENDENT REPORT BE ACCEPTED.

ENFORCEMENT OFFICER REPORT
MARK MILLER SAID THAT HE SPOKE WITH SEVERAL PEOPLE ABOUT CAMP-AWAY LANE AND WHAT HOW IT IS A PRIVATE ROAD NOT MAINTAINED BY THE TOWN AND THAT THERE IS A FAMILY LIVING IN A HOUSE WITH A GENERATOR ETC. MARK SAID THAT SANDRA FOLEY, ASSESSOR, AND HIMSELF PLAN TO GO INTO THE LANE. MARK SAID THAT FOREFRONT SOLD THE PROPERTY AND PROJECT ON STATE ROUTE 196 TO DISTRIBUTED SOLAR DEVELOPMENT LLC (DSD RENEWABLES) AND A DECOMMISSIONING BOND HAS BEEN PROVIDED. MARK SAID THAT 8 LETTERS OF VIOLATION WERE SENT OUT REQUESTING OWNERS CONTACT HIM TO DISCUSS THE VARIOUS ISSUES. SUPERVISOR HAFF SAID THAT HE WOULD LIKE THE TOWN TO OBTAIN A BUILDING PERMIT FOR THE ELECTRICIAN. MARK SAID HE WOULD DO THAT AS SOON AS POSSIBLE. SUPERVISOR HAFF SAID THAT THE HVAC CONTRACTOR CONTRACT STATES THAT THEY ARE REQUIRED TO OBTAIN ANY AND ALL APPLICABLE PERMITS. COUNCILWOMAN PEREZ ASKED ABOUT THE DUSTY HY WAY ISSUE. MARK SAID THAT HE HASN’T HEARD BACK FROM THE OWNER BUT WILL FOLLOW UP WITH THEM.

RESOLVED THAT THE ENFORCEMENT OFFICER REPORT BE ACCEPTED.

HISTORIAN
SUPERVISOR HAFF SAID THAT OUR DCO ED HOLLAND WAS GOING TO CONTACT DALE LAPOINT BECAUSE HE WANTS TO TAKE THE HISTORICAL GROUP CANNON AND REBUILD IT FOR FREE. SUPERVISOR HAFF SAID THAT IT NEEDS TO BE REMOVED UNTIL IT CAN BE REPAIRED SINCE IT IS IN SUCH BAD SHAPE.
