INFORMATION
SUPERVISOR HAFF DISCUSSED THE UPCOMING COMMUNITY EVENTS AS FOLLOWS: FISH & GAME FISH FRY ON 4/14; YOKED PARISH CHICKEN & BISCUIT DINNER ON 4/29; FISH & GAME CHICKEN BBQ ON 5/7.

SUPERVISOR HAFF SAID THAT NYMIR ISSUED AN ARTICLE REGARDING ESTABLISHING APPROPRIATE VALUES FOR YOUR HIGHWAY TRUCKS ON THE FRONT PAGE OF THEIR NEWSLETTER. HE SAID THAT THIS CORRELATES DIRECTLY WITH THE TOWN’S RECENT DISCOVERY OF INSURANCE OVERPAYMENT FOR THE PLOW TRUCKS. SUPERVISOR HAFF SAID THAT NYMIR HAS AGREED TO REIMBURSE THE TOWN $5300 FOR AN APPROXIMATE 5 YEAR TIME PERIOD. HE SAID THAT NYMIR IS CONSIDERING CHANGING THEIR POLICY TO ACTUALLY OFFER A PRODUCT THAT THE TOWN THOUGHT IT WAS BUYING ALL ALONG. THEY ARE CONSIDERING OFFERING INSURANCE TO COVER AN OLD TRUCK WITH REPLACEMENT COST COVERAGE.

SUPERVISOR HAFF SAID THAT A GROUP CALLED FIGHT ANIMAL CRUELTY TODAY (FACT) TAKES IN STRAY CATS AND STEPHANIE RIZZI APPROACHED WASHINGTON COUNTY REQUESTING $11,000 TO TRY TO SET UP A SPAY/NEUTER CLINIC. UNFORTUNATELY WASHINGTON COUNTY DOES NOT HAVE EXCESS MONEY FOR THIS PURPOSE. HE SAID THAT 99% OF THE WASHINGTON COUNTY BOARD OF SUPERVISORS WANT NOTHING TO DO WITH CATS. BY LAW TOWNS HAVE TO LICENSE ALL DOGS.

SUPERVISOR HAFF SAID THAT GRANVILLE SMALL ANIMAL HOSPITAL OFFERS A REDUCED RATE SPAY/NEUTER CLINIC ONCE A MONTH.
SUPERVISOR HAFF SAID THAT A DAWN DOROSKI HAS BEEN CONTACTING ALL SUPERVISORS IN WASHINGTON COUNTY REGARDING HER CONCERN THAT THIS (FACT) AGENCY IS NOT ALL THAT THEY CLAIM TO BE.

SUPERVISOR HAFF SAID THAT HE ASKED THE TOWN BOARD AT THE MARCH MEETING IF THEY WOULD BE INTERESTED IN HAVING STEPHANIE RIZZI ATTEND THE NEXT TOWN BOARD MEETING TO GIVE A PRESENTATION BEFORE POSSIBLY DONATING $250. SUPERVISOR HAFF SAID THAT HE ASKED MS. RIZZI TO ATTEND BUT SHE SAID THAT SHE WORKED NIGHTS AND COULD NOT AFFORD TO TAKE TIME OFF FROM WORK FOR SUCH LITTLE MONEY. SUPERVISOR HAFF SAID HE BELIEVED THIS ISSUE WAS NOT GOING TO BE ENTERTAINED AT COUNTY OR TOWN LEVEL. RANDOLPH SHERMAN, SKYVIEW MEADOW LANE RESIDENT, ASKED A FEW QUESTIONS REGARDING HOW STRAY CATS WOULD BE IDENTIFIED AND ABOUT HIS PERSONAL EXPERIENCE WITH STRAY CATS. SUPERVISOR HAFF SAID THAT HE WOULD PROVIDE THE FACT ORGANIZATION’S CONTACT INFORMATION TO MR. SHERMAN.

TOWNWIDE CLEANUP DAY
SUPERVISOR HAFF SAID THAT TOWNWIDE CLEAN UP DAY WILL BE HELD ON SATURDAY, APRIL 29, 2017 FROM 9AM TO NOON. THE TOWN PROVIDES FREE LUNCH OF HOT DOGS, CHIPS, SODA AND ICE CREAM.

APPOINT PLANNING BOARD FULL MEMBER
RESOLUTION NO. 17067
ON MOTION OF SUPERVISOR HAFF, 2ND BY COUNCILWOMAN BEECHER, THE FOLLOWING RESOLUTION WAS ADOPTED 5 AYES, 0 NAYS. VOTING AYE, SUPERVISOR HAFF, COUNCILWOMAN BEECHER, COUNCILWOMAN FOOTE, COUNCILMAN DILLON AND COUNCILMAN DEYOE.
RESOLVED TO APPOINT PATTY HAPPY TO FULL MEMBER OF PLANNING BOARD TO FILL THE UNEXPIRED VACANCY THROUGH DECEMBER 31, 2018.
ALSO RESOLVED TO POST VACANCY FOR ALTERNATE MEMBER OF THE PLANNING BOARD.

REMINDER – COMPTROLLER’S CORRECTIVE ACTION
SUPERVISOR HAFF SAID THAT HE HOPED TO HAVE A PLAN PREPARED BY THE NEXT TOWN BOARD MEETING ON MAY 9 FOR THE BOARD TO REVIEW IN CONFIDENTIAL SESSION.

ENLISTMENT CENTER & MUSEUM UPDATE
SUPERVISOR HAFF SAID THAT HE RECEIVED AN EMAIL REGARDING THE ENLISTMENT CENTER & MUSEUM GRANT ASKING IF ANYONE FROM THE STATE HISTORIC PRESERVATION OFFICE (SHPO) HAD SIGNED OFF ON MAKING RENOVATIONS TO THE BUILDING. SO THIS IS ANOTHER ITEM THAT NEEDS TO BE ADDRESSED BEFORE THE PROJECT CAN PROCEED.

PROPOSED BUILDING REPAIRS AND UPGRADES
SUPERVISOR HAFF SAID THAT THERE IS AN ISSUE WITH THE ENTRANCE TO THE TOWN CLERK’S OFFICE BEING A TRIP HAZARD. HE SAID THAT IN REVIEWING THE ENTRANCE IT WAS SUGGESTED THAT IT BE MADE HANDICAP ACCESSIBLE. THE CURRENT HANDICAP ACCESS IS THROUGH THE COURTROOM/BOARD ROOM ENTRANCE. THIS WOULD ENTAIL REBUILDING THE SMALL PORCH, LOWERING THE DOOR THRESHOLD AND BUILDING A RAMP. DURING THIS WORK THE PUBLIC HALLWAY CARPET SHOULD BE REPLACED.
SUPERVISOR HAFF SAID THAT GREG IS ALSO LOOKING TO MAKE REPAIRS TO THE OVERHEAD GARAGE DOORS. GREG SAID SOME OF THE PANELS ARE RUSTING OUT, THEY NEED NEW ROLLERS AND CABLES. HE PRESENTED THE BOARD A QUOTE HE RECEIVED FROM ADIRONDACK OVERHEAD DOOR, THE COMPANY THAT INSTALLED THE DOORS ORIGINALLY AND HAVE BEEN COMPLETING ALL OF THE MAINTENANCE. THE QUOTE IS FOR $4571.00. SUPERVISOR HAFF ASKED THAT GREG OBTAIN A FEW OTHER REQUEST FOR QUOTES FOR THE WORK. THERE WAS DISCUSSION WHAT BUDGET FUNDS WOULD BE USED FOR THESE REPAIRS.

ON MOTION OF SUPERVISOR HAFF, 2ND BY COUNCILWOMAN BEECHER, THE FOLLOWING RESOLUTION WAS ADOPTED 5 AYES, 0 NAYS. VOTING AYE, SUPERVISOR HAFF, COUNCILWOMAN BEECHER, COUNCILWOMAN FOOTE, COUNCILMAN DILLON AND COUNCILMAN DEYOE.
RESOLVED TO APPROVE THE TOWN CLERK/ASSESSOR ENTRANCE BE MADE HANDICAP ACCESSIBLE WITH REPAIRS TO THE PORCH AND A RAMP BUILT, AND TO REPLACE THE HALLWAY ENTRANCE CARPETING.

5 YEAR BUILDING CAPITAL PLAN
SUPERVISOR HAFF SAID THAT DURING THE RECENT COMPTROLLER’S AUDIT IT WAS SUGGESTED THAT THE TOWN ESTABLISH A 5 YEAR BUILDING CAPITAL PLAN. SHE SAID THAT IT IS A GOOD IDEA FOR THE TOWN TO BE MORE PREPARED FOR REPAIRS TO THE BUILDING. HE SAID THAT SOME ITEMS MIGHT INCLUDE PAVING THE PARKING LOT, INSPECTING THE ROOF EVERY 5 YEARS ETC. SUPERVISOR HAFF SUGGESTED THAT GREG BROWN HELP ESTABLISH THIS PLAN AND THAT THE TOWN BOARD CONSIDER ALLOCATING MORE MONEY IN THE BUDGET FOR BUILDING CAPITAL. IN THIS YEARS BUDGET THERE IS $2000 FOR THE BUILDING. AND THE TOWN HAS A SEPARATE BUILDING CAPITAL ACCOUNT IN THE AMOUNT OF $3832.

QUARTERLY HARTFORD VOLUNTEER FIRE COMPANY REPORT
SUPERVISOR HAFF SUMMARIZED THE QUARTERLY HARTFORD VOLUNTEER FIRE COMPANY REPORT.
RESOLUTION NO. 17069
ON MOTION OF SUPERVISOR HAFF, 2ND BY COUNCILMAN DILLON, THE FOLLOWING RESOLUTION WAS ADOPTED 5 AYES, 0 NAYS. VOTING AYE, SUPERVISOR HAFF, COUNCILWOMAN BEECHER, COUNCILWOMAN FOOTE, COUNCILMAN DILLON AND COUNCILMAN DEYOE.
RESOLVED THAT THE HARTFORD VOLUNTEER FIRE COMPANY REPORT BE ACCEPTED.

HIGHWAY SUPERINTENDENT REPORT
GREG BROWN SAID THAT THE NEW YORK STATE BALDWIN CORNERS ROAD BRIDGE PROJECT SHOULD BE STARTING THE LAST WEEK OF APRIL OR FIRST WEEK OF MAY AND GO INTO THE FALL. IT WILL BE CLOSED COMPLETELY ALL SUMMER. GREG SAID THAT SCHOOL ASKED THE TOWN TO HAUL SOME RED DUST MATERIAL FOR THEM. HE ALSO SAID THAT DONOVAN FARLEY WILL BE WORKING FOR THE TOWN AGAIN THIS YEAR. GREG SAID THAT HIGHWAY WORKER, JEFF CHAPIN SAW ON CRAIG’S LIST THAT THERE WAS AN 11’ SNOW PLOW LOCATED AT A SCRAP YARD NEAR ALBANY. THE TRUCK AT THE SCRAP YARD WAS TOTALED BUT THE SNOW PLOW HAD A SMALL DENT IN IT AND A BROKEN PLOW SHOE. THE TOWN WAS ABLE TO PURCHASE THE PLOW FOR $1500. GREG SAID THAT A BRAND NEW PLOW WOULD COST $7300.

HISTORIAN REPORT
MIKE ARMSTRONG GAVE A 2016 END OF YEAR REPORT FOR THE BAPTIST CHURCH FOOD PANTRY. THEY SERVED OVER 700 HOUSEHOLDS CONSISTING OF OVER 35,000 LBS. OF FOOD. THIS AMOUNT IS AN ALMOST 17% INCREASE FROM LAST YEAR. ON SEPTEMBER 30TH THE WASHINGTON COUNTY HISTORICAL SOCIETY WILL BE HAVING A HISTORY FAIR AT THE HARTFORD CENTRAL SCHOOL FROM 10AM – 4PM. THE THEME WILL BE FORTS AND BATTLES AND IT IS THE 100TH ANNIVERSARY OF WWI. HE SAID THAT THE WASHINGTON COUNTY HISTORIAN HAS BEEN CONTACTED BY SOMEONE WHO LIVES IN NORTH CAROLINA WHO HAS EXTENSIVE RECORDS ABOUT THE CIVIL WAR COMPANY 123RD. HE IS GOING TO SHIP 3 FILE CABINETS FULL TO HER. HE WILL LOOK INTO THE INFORMATION WHEN IT ARRIVES. MIKE SAID THAT HE RESEARCHED THE CLARENCE EVANS HOME THAT BURNT NOT LONG AGO NEAR RUSSELL LANE. HE BELIEVES IT DATES BACK TO OBADIAH SLADE IN 1798. MIKE SAID THAT HE WAS CONTACTED BY SOMEONE WHO WANTED TO GET INTO THE MAYFLOWER SOCIETY– IT TURNS OUT THAT SHE IS ALSO A RELATIVE TO MIKE – SO HE WILL BE SUBMITTING HIS INFORMATION AS WELL.
