SUPERVISOR HAFF DISCUSSED THE UPCOMING COMMUNITY EVENTS AS FOLLOWS: WEDNESDAY COMMUNITY THANKSGIVING EVE SERVICE ON 11/23;  YOKED PARISH ADVENT SERVICE ON 11/27.

 

VETERAN’S DAY

SUPERVISOR HAFF DISCUSSED THE SCHEDULED VETERAN’S DAY CELEBRATION TO BE HELD AT MONUMENT SQUARE ON 11/11 THE 2 CHURCHES WILL RING THEIR BELLS AT 11 AM.  THE BOY SCOUTS WILL RAISE THE FLAG AND THE FORT ANN AMERICAN LEGION WILL LAY A WREATH.  SUPERVISOR HAFF ALSO SAID THAT 48 GREEN LIGHT BULBS HAVE BEEN DONATED BY A HARTFORD CITIZEN AND ARE AVAILABLE AT THE TOWN CLERK’S OFFICE, CURT’S AUTO BODY AND HARTFORD TAVERN.  THE GREENLIGHT A VET PROGRAM IS A NATIONAL CAMPAIGN TO ESTABLISH VISIBLE LOCAL SUPPORT FOR OUR VETERANS AND TO HELP THEM TRANSITION BACK INTO CIVILIAN LIFE.  THE LIGHTS ARE TURNED ON FOR THE MONTH OF NOVEMBER.

 

WE THE PEOPLE OF NY INC.

SUPERVISOR HAFF SAID THAT THE TOWN BOARD WAS SENT A FORMAL INVITATION TO SUNY ADIRONDACK AT 7PM ON 11/18/16 FROM ROBERT SCHULZ WHO IS THE CHAIRMAN OF AN ORGANIZATION CALLED “WE THE PEOPLE OF NEW YORK, INC.” THE LECTURE IS ABOUT THE NYS CONSTITUTIONAL CONVENTION.

 

SHINE HILL INTERNET TOWER UPDATE

SUPERVISOR HAFF SAID THAT HUDSON VALLEY WIRELESS DRAGGED THEIR POWER CABLE THRU THE UNDERGROUND CONDUIT UP TO THE TOWER.

 

COUNTY INFORMATION

SUPERVISOR HAFF SAID THAT THE WASHINGTON COUNTY ROUTE 30 CONSTRUCTION PROJECT NEAR THE GRISTMILL CAMPGROUND COMPLETION HAS BEEN DELAYED UNTIL NOVEMBER 18, 2016 DUE TO THE CHURCH ST BRIDGE IN THE VILLAGE OF GRANVILLE TAKING LONGER THEN ANTICIPATED.

 

COUNTY BUDGET

SUPERVISOR HAFF SAID THAT ON 11/10 THE COUNTY FINANCE COMMITTEE WILL BE HAVING A MEETING HOPING TO AMEND AND DECREASE THE LEVY.  SUPERVISOR HAFF SAID THAT HE WILL BE OUT OF TOWN ON 11/18 WHEN THE COUNTY VOTES ON THE BUDGET BUT HIS ABSENCE COUNTS AS A NO VOTE.

COUNTY PLANNING TRAINING

SUPERVISOR HAFF DISCUSSED THE COUNTY PLANNING TRAINING OPTIONS.  THE TOWN BOARD IS REQUESTED TO LOOK THRU THE OFFERED TRAINING PROGRAMS AND SUBMIT THEIR TOP 2 PROGRAMS.  ALL SUBMITTED CHOICES WILL BE GATHERED AND THE TOP 2 VOTE GETTING TRAINING PROGRAMS WILL BE PROVIDED.

 

YOUTH COMMISSION VACANCY

SUPERVISOR HAFF SAID THAT THE YOUTH COMMISSION CURRENTLY HAS 3 VACANCIES – 1 FOR A FULL MEMBER AND 2 FOR ALTERNATE MEMBERS.  NICHOLAS SEVERANCE IS INTERESTED IN THE FULL MEMBER VACANCY.

RESOLUTION NO. 16199

ON MOTION OF SUPERVISOR HAFF, 2ND BY COUNCILWOMAN FOOTE, THE FOLLOWING RESOLUTION WAS ADOPTED 4 AYES, 0 NAYS, 1 ABSENT (BEECHER).  VOTING AYE, SUPERVISOR HAFF, COUNCILWOMAN FOOTE, COUNCILMAN DILLON AND COUNCILMAN DEYOE.

RESOLVED THAT NICHOLAS SEVERANCE BE APPOINTED AS FULL MEMBER THRU 12/31/20.

 

HARTFORD HALLOWEENPALOOZA

SUPERVISOR HAFF DISCUSSED THE TRUNK OR TREAT EVENT THAT THE HARTFORD CENTRAL SCHOOL PTA PROVIDED ON HALLOWEEN THIS YEAR FOR 2 HOURS.  THERE WERE ABOUT 15 DECORATED CARS AND CANDY WAS HANDED OUT TO THE CHILDREN.  SUPERVISOR HAFF SAID THAT HE WOULD LIKE TO ADD TO NEXT YEARS EVENT BY HAVING A PROFESSIONAL 15 MINUTE FIREWORKS SHOW.  HE SAID HE FEELS IT WOULD BE AN ECONOMIC DEVELOPMENT ITEM.  HE HAS RESEARCHED IT AND IT COSTS $3000.  SUPERVISOR HAFF SAID THAT HE WOULD BE WILLING TO GO OUT TO TRY TO OBTAIN DONATIONS TOWARD THE EVENT.  HE SAID MAYBE A HALLOWEEN FIREWORKS SHOW COULD BE CUSTOM MADE MOSTLY ORANGES, REDS AND YELLOW COLORS.  SUPERVISOR HAFF SAID WE COULD REQUEST NO LOUD BOOMS ETC. SINCE THERE IS A DAIRY FARM NEARBY.  THE TOWN BOARD DIDN’T HAVE A LOT TO SAY ABOUT THE IDEA OTHER THEN IT IS WEIRD TO HAVE FIREWORKS ON HALLOWEEN.  SUPERVISOR HAFF SAID HE WAS DETECTING A LOT OF AMBIVALENCE SO HE DECIDED TO MOVE ON.

 

YOUTH COMMISSION

RON SMITH SAID THAT SOCCER SEASON RECENTLY ENDED.  THEY WILL BE STARTING BASKETBALL SIGNUPS SOON.  SUPERVISOR HAFF SAID THAT THE NEXT THING FOR THE UPPER HILL PROJECT WILL BE IF THE TOWN RECEIVES THE WASHINGTON COUNTY SOIL AND WATER GRANT FOR HYDRO SEEDING IN THE SPRING.  THERE WAS DISCUSSION REGARDING THE SPECIFIC HYDRO SEEDING PROCESS.

RESOLUTION NO. 16200

ON MOTION OF SUPERVISOR HAFF, 2ND BY COUNCILMAN DILLON, THE FOLLOWING RESOLUTION WAS ADOPTED 4 AYES, 0 NAYS, 1 ABSENT (BEECHER).  VOTING AYE, SUPERVISOR HAFF, COUNCILWOMAN FOOTE, COUNCILMAN DILLON AND COUNCILMAN DEYOE.

RESOLVED THAT THE YOUTH COMMISSION REPORT BE ACCEPTED.

 

HIGHWAY SUPERINTENDENT REPORT

GREG BROWN SAID THAT ON THE FUEL TANK PROJECT – A COUPLE PARTS THAT WE NEED WERE ORDERED WRONG, SO WE ARE WAITING FOR THE CORRECT PARTS.  SUPERVISOR HAFF SAID THAT A TAXPAYER HAD TRIED TO COME GET SOME COMPLIMENTARY SAND FROM THE PILE BUT NONE WAS IN THE BUILDING.  GREG SAID THAT BY THE END OF THE FOLLOWING WEEK HE WILL HAVE IT STOCKED UP AGAIN.

ENFORCEMENT OFFICER REPORT

MARK MILLER SAID THAT JACOB ASHE HAD OBTAINED A BUILDING PERMIT FOR WORK HE IS DOING ON THE HOUSE ACROSS FROM THE POST OFFICE ON MAIN STREET.  HE SIGNED A LRCC2 FOR PHILIP ASHE FOR GARAGE ON BLOOD STREET.  HE SIGNED A WOODSTOVE PERMIT FOR HOUSE ON CORNER OF COUNTY ROUTE 30 AND ROWE HILL ROAD.  MARK SAID HE SPOKE WITH BOB LAPOINT ON STATE ROUTE 196 REGARDING HIS PLANNING BOARD REGULATED PROPERTY AGREEMENTS FOR SPECIFIC VEHICLE LIMITS AND PLACEMENT ON HIS PROPERTY.  MARK SIGNED AN LRCC2 FOR LARRY BEECHER PORCH ENCLOSURE.  MARK SAID ON 10/26/16 HE NOTICED A BLACK PLUME OF SMOKE TO THE WEST OF THE BUS BARN ON STATE ROUTE 196.  HE CALLED 911 AND MARK WENT TO THE SITE AS WELL.  IT WAS AT LEONARD MOORE’S HOUSE AND HE WAS BURNING THE OLD CREOSOTE SOAKED TIMBERS FROM THE MOONHOLE BRIDGE.  THE FIRE COMPANY ARRIVED BEFORE MARK LEFT.  MARK SAID THAT HE WILL BE ATTENDING THE FEMA MEETING THE FOLLOWING WEEK AT WASHINGTON COUNTY REGARDING HAZARD MITIGATION ETC.  SUPERVISOR HAFF SAID THAT THE FEMA MEETING IS FOR THE HUDSON HOOSICK WATERSHED NOT THE CHAMPLAIN VALLEY THAT THE TOWN OF HARTFORD IS LOCATED IN.  MARK SAID THAT HE WILL BE ATTENDING IT TO GATHER INFORMATION.   SUPERVISOR HAFF ASKED IN REFERENCE TO THE HARTFORD MAIN STREET HOME, WHO MAKES AN OWNER DISMANTLE A BURNED OUT HOUSE – THE INSURANCE COMPANY, COUNTY CODE ENFORCEMENT?  MARK SAID HE BELIEVES THE COUNTY CAN ENFORCE THAT IT BE REMOVED.  SUPERVISOR HAFF ASKED WHAT THE STATUS OF THE SITUATION WAS.  MARK SAID HE BELIEVES THE INSURANCE ADJUSTOR WAS THERE LAST WEEK AND HE WILL CHECK WITH STEVE SMITH, COUNTY CODE ENFORCEMENT AS WELL.

RESOLUTION NO. 16202

ON MOTION OF SUPERVISOR HAFF, 2ND BY COUNCILWOMAN FOOTE, THE FOLLOWING RESOLUTION WAS ADOPTED 4 AYES, 0 NAYS, 1 ABSENT (BEECHER).  VOTING AYE, SUPERVISOR HAFF, COUNCILWOMAN FOOTE, COUNCILMAN DILLON AND COUNCILMAN DEYOE.

RESOLVED THAT THE ENFORCEMENT OFFICER REPORT BE ACCEPTED.

 

HISTORIAN REPORT

MIKE ARMSTRONG SAID THAT HE HAD GONE WITH HIGHWAY WORKER, JOSH CLARK AND HELPED INSTALL CEMETERY SIGNS TO LABEL THEM.  HE TOOK SOME PHOTOS OF SOME GRAVESTONES FOR A WOMAN WHO IS TRYING TO TRACE HER HERITAGE BACK TO THE MAYFLOWER.  HE SAID HE HAS ALSO BEEN DOING SOME RESEARCH REGARDING THE HISTORY OF THE HOUSE JACOB ASHE IS RENOVATING.

RESOLVED THAT THE HISTORIAN REPORT BE ACCEPTED.

 

PUBLIC DISCUSSION

MARK MILLER SAID HE WANTED TO MENTION REGARDING THE BURNED OUT HOUSE ON MAIN STREET THAT HE DOES NOT BELIEVE ANOTHER HOUSE CAN BE BUILT BACK ON THAT LOT SINCE THE REQUIRED SEPTIC AND WELL SET BACKS CANNOT BE MET.  NICHOLAS SEVERANCE SAID THAT THE FAMILY THAT LIVED IN THE BURNED OUT HOME IS NOW RENTING HIS HOME ON EAST STREET.  HE SAID THE FAMILY HAS BEEN ADVISED BY COUNTY CODE ENFORCEMENT THAT THEY WILL NOT BE ABLE TO REBUILD ON THAT SITE.  HOPEFULLY THE INSURANCE COMPANY WILL TAKE CARE OF IT.  MIKE ARMSTRONG SAID THAT HE BELIEVES THE BURNED OUT HOUSE WAS ORIGINALLY BUILT IN 1860
