RESOLUTION NO. 15117
SUPERVISOR HAFF SAID THAT THE YOUTH COMMISSION BUDGETED SNACK SHACK REVENUE OF $1,700 THINKING THAT THE YOUTH COMMISSION WOULD BE RUNNING THE SNACK SHACK THEMSELVES. THE YOUTH COMMISSION IS LETTING A SCHOOL CLUB RUN IT AND HE ASKED RON SMITH WHAT THE ANTICIPATED REVENUE WOULD BE. RON SAID ABOUT $400 AND THAT REVENUE SHOULD BE ADJUSTED NEXT YEAR.

INFORMATION
SUPERVISOR HAFF DISCUSSED THE UPCOMING COMMUNITY EVENTS AS FOLLOWS: HCS ALUMNI BANQUET ON 6/13; HCS BACCALAUREATE ON 6/21; HCS GRADUATION ON 6/26; AND FISH AND GAME CHICKEN BBQ ON 7/12.

SUPERVISOR HAFF SAID THAT HIGHWAY SUPERINTENDENT IS SCHEDULING A DEFENSIVE DRIVING CLASS TO BE HELD AT THE HARTFORD VOLUNTEER FIRE COMPANY ON SATURDAY, JUNE 20. DEADLINE FOR PUBLIC PARTICIPATION WILL BE SATURDAY, JUNE 13, 2015.

ECONOMIC DEVELOPMENT INFO
SUPERVISOR HAFF SAID HE DROVE AROUND TOWN WITH HUDSON VALLEY WIRELESS INTERNET SERVICE PROVIDER EMPLOYEES LOCATING HIGH LOCATIONS WITH HARVESTER SILOS. THEY PLAN TO LOCATE RELAY STATIONS ON THESE HIGH SPOTS. THESE RELAY STATIONS CAN PROVIDE SERVICE TO 10 OR 12 LOWER LOCATIONS THAT CANNOT SEE SHINE HILL DIRECTLY. THIS WILL HELP INCREASE THE BROADBAND SERVICE IN THE TOWN. THEY ARE STILL WAITING FOR THE NORTH AMERICAN TRIBES TO COMMENT ON THE PERMANENT SHINE HILL TOWER.

COUNTY INFORMATION
SUPERVISOR HAFF SAID THAT THE DIRECTOR OF THE COUNTY PUBLIC SAFETY JOB, THE PERSON WHO RUNS THE 911 CENTER, GAVE THE COUNTY 2 WEEKS NOTICE THAT HE WAS GOING TO RETIRE ON JUNE 6, 2015. THIS LEFT THE COUNTY IN A PREDICAMENT SINCE IT NORMALLY TAKES THE COUNTY MONTHS TO REPLACE A COUNTY DIRECTOR/DEPARTMENT HEAD. THE COUNTY WILL PUBLICALLY POST THE POSITION. THE DEPARTMENT WILL CONTINUE TO RUN WITH THE 2 EXISTING DEPUTY DIRECTORS UNTIL A DEPARTMENT HEAD IS HIRED. SUPERVISOR HAFF SAID THAT HIS IDEA OF HAVING THE SHERIFF RUN THE 911 CENTER WAS NOT WELL RECEIVED AT THE COUNTY.

SUPERVISOR HAFF SAID THAT KEVIN HAYES, THE CURRENT COUNTY ADMINISTRATOR WILL BE RETIRING AT THE END OF THE YEAR. THE BOARD OF SUPERVISORS HAS DONE INTERVIEWS AND NARROWED THEM DOWN TO 4 CANDIDATES. CHRIS DEBOLT OF HARTFORD IS ONE OF THE REMAINING CANDIDATES.

ROAD REALIGNMENT UPDATE
SUPERVISOR HAFF SAID THAT THE COUNTY HAS MILLED MAIN STREET AND WILL BE PAVING THE ROAD POSSIBLY NEXT WEEK. ONCE MAIN STREET HAS BEEN PAVED THE SWAP OF MAIN STREET AND SHINE HILL ROAD WILL BE COMPLETED WITH WASHINGTON COUNTY. SIGNS WILL BE MADE SAYING “MAIN STREET – OLD COUNTY ROUTE 23” AND “COUNTY ROUTE 19 – OLD SHINE HILL ROAD”

YOUTH COMMISSION RESIGNATION
SUPERVISOR HAFF DISCUSSED THE JENNIFER NIMS APRIL 14, 2015 YOUTH COMMISSION RESIGNATION REQUESTING IT EFFECTIVE JUNE 30, 2015 LETTER. THE LAW STATES THAT ANY RESIGNATION CANNOT BE REQUESTED MORE THEN A 30 DAY FUTURE DATE. JENNIFER NIMS REQUEST IS WELL PAST THE 30 DAYS AND SUPERVISOR HAFF SAID THAT THE TOWN BOARD SHOULD HAVE ACCEPTED THE RESIGNATION LETTER AT THE LAST MEETING.
RESOLUTION NO. 15118

AED & CPR TRAINING
SUPERVISOR HAFF SAID THAT HIMSELF, GREG BROWN, SHARON SCHOFIELD AND 4 OF THE HIGHWAY EMPLOYEES TOOK AED & CPR TRAINING ON MAY 27, 2015 IN THE TOWN HALL.

MOWING CONTRACT
THERE WAS DISCUSSION REGARDING THE COUNTY MOWING CONTRACT DETAILS.
RESOLUTION NO. 15120
ON MOTION OF SUPERVISOR HAFF, 2ND BY COUNCILMAN DILLON, THE FOLLOWING RESOLUTION WAS ADOPTED 5 AYES, 0 NAYS. VOTING AYE – SUPERVISOR HAFF, COUNCILWOMAN BEECHER, COUNCILWOMAN FOOTE, COUNCILMAN DILLON AND COUNCILMAN DEYOE.
RESOLVED, THAT GREG BROWN, HIGHWAY SUPERINTENDENT, BE AUTHORIZED TO SIGN THE WASHINGTON COUNTY MOWING CONTRACT.

TOWN HIGHWAY FUND AGREEMENT
SUPERVISOR HAFF SAID THAT HIGHWAY SUPERINTENDENT, GREG BROWN REQUESTED THE AGREEMENT TO SPEND TOWN HIGHWAY FUNDS DOCUMENT BE AMENDED DUE TO A CHANGE IN ANTICIPATED PAVING/ROAD IMPROVEMENTS. THE REQUEST WILL BE REVISED TO MAKE REPAIRS ON WARREN AND WRIGHT ROADS.
RESOLUTION NO. 15121
ON MOTION OF SUPERVISOR HAFF, 2ND BY COUNCILMAN DILLON, THE FOLLOWING RESOLUTION WAS ADOPTED 5 AYES, 0 NAYS. VOTING AYE – SUPERVISOR HAFF, COUNCILWOMAN BEECHER, COUNCILWOMAN FOOTE, COUNCILMAN DILLON AND COUNCILMAN DEYOE.
RESOLVED TO AMEND THE AGREEMENT TO SPEND TOWN HIGHWAY FUNDS DOCUMENT.

YOUTH COMMISSION REPORT
RON SMITH SAID THAT THEY WILL BE STARTING THEIR NEXT FUNDRAISER BY SELLING CANDY BARS BEFORE THE END OF THE SCHOOL YEAR. THE BASEBALL AND SOFTBALL SEASONS HAVE BEEN GOING WELL. THEY ARE STARTING SOCCER SIGNUPS. THEY ARE ALSO PLANNING TO DO SOME WORK REMOVING ROCKS FROM THE UPPER FIELD PROJECT.
RESOLUTION NO. 15122
ON MOTION OF SUPERVISOR HAFF, 2ND BY COUNCILWOMAN FOOTE, THE FOLLOWING RESOLUTION WAS ADOPTED 5 AYES, 0 NAYS. VOTING AYE – SUPERVISOR HAFF, COUNCILWOMAN BEECHER, COUNCILWOMAN FOOTE, COUNCILMAN DILLON AND COUNCILMAN DEYOE.
RESOLVED THAT THE YOUTH COMMISSION REPORT BE ACCEPTED.

HIGHWAY SUPERINTENDENT
SUPERVISOR HAFF SAID THAT IT IS NOT CHEAP TO PROPERLY SIGN THE TOWN ROADS. HE SAID THAT GREG BROWN HAS RESEARCHED AND FOUND THAT IF THE TOWN HAS ANY LOW VOLUME DIRT ROADS OR LESS TRAVELLED ROADS IT IS ACCEPTABLE TO PUT UP SIGNS THAT READ “NO TRAFFIC SIGNS” THIS SIGN TAKES PLACE OF ALL OTHER SIGNS ON THIS TYPE OF ROAD. BROWN SAID THAT THE DIAMOND- SHAPED YELLOW TRAFFIC SIGNS WILL BE PLACED AT ONE END OF THE ROAD IF IT IS A DEAD END ROAD OR ONE SIGN AT EACH END IF IT IS A THROUGH ROAD. THE SIGNAGE ALLEVIATES THE TOWN FROM THE BURDEN OF PUTTING UP AND MAINTAINING TRAFFIC SIGNS ON ROADS THAT AREN’T TRAVELED FREQUENTLY.

ELEVEN DEAD END ROADS WILL BE MARKED WITH THE YELLOW SIGNS, THEY INCLUDE, WOODDELL LANE, DURKEE LANE, COUNTRY LANE AND EXT, STRAINER LANE, NORTHUP LANE, HINCK LANE, SWAMP LANE, ELDRIDGE LANE, ROJCEWICZ LANE, GULF LANE AND SMITH LANE.

EACH OF THOSE ELEVEN ROADS WILL ALSO RECEIVE ONE OR TWO RED DIAMOND SIGNS MARKING THE END OF THE ROAD, BECAUSE THEY ARE ALL DEAD END ROADS.

LUNDY ROAD, SCOTT HILL ROAD AND HARPER HILL ROAD WILL EACH BE MARKED WITH TWO NO TRAFFIC SIGNS, AND HALLS POND WILL RECEIVE TWO NO TRAFFIC SIGNS AND A PAVEMENT ENDS SIGN.

LILLY POND, DICK HILL ROAD AND BRAYTON ROAD WILL ALL ALSO RECEIVE PAVEMENT ENDS SIGNS, WARNING MOTORISTS OF A TRANSITION FROM PAVEMENT TO DIRT OR GRAVEL.

SUPERVISOR HAFF SAID THAT THE TOWN HAS ALSO PURCHASED ATV SIGNS THAT THE HIGHWAY DEPARTMENT WILL BE INSTALLING ON THE FOOTHILLS ATV CLUB TRAIL SYSTEM DESIGNATED ATV ROADS. THE FOOTHILLS ATV CLUB WILL BE REIMBURSING THE TOWN FOR THE COST OF THESE SIGNS AND THE POST.

SUPERVISOR SAID THAT THE OTHER DAY HE UNPLUGGED THE AIR CONDITIONER LOCATED IN THE TOWN HALL AND THE PLUG WAS VERY HOT. THERE WAS DISCUSSION THAT THE AIR CONDITIONER HAD BEEN THERE FOR MORE THEN 13 YEARS AND SHOULD BE REPLACED.

RESOLUTION NO. 15123
ON MOTION OF SUPERVISOR HAFF, 2ND BY COUNCILWOMAN BEECHER, THE FOLLOWING RESOLUTION WAS ADOPTED 5 AYES, 0 NAYS. VOTING AYE – SUPERVISOR HAFF, COUNCILWOMAN BEECHER, COUNCILWOMAN FOOTE, COUNCILMAN DILLON AND COUNCILMAN DEYOE.

ENFORCEMENT OFFICER REPORT
MARK MILLER SAID THAT HE SIGNED A BUILDING PERMIT FOR NATHAN AND HILLARY FISKE FOR AN IN GROUND POOL ON TOWNSEND ROAD. HE SAID HE STOPPED BY 1215 BALDWIN CORNERS ROAD WARSAW RACING TO DETERMINE WHAT COULD BE “RACE ABLE” THE ONLY ITEM MIGHT BE HORSES. HE WILL RETURN TO SPEAK WITH THE OWNERS. MARK SIGNED A BUILDING PERMIT FOR ROB AND LYNN AUBREY ON ROWE HILL ROAD FOR SOLAR PANELS. MARK SAID THAT HE INVESTIGATED ANDREW NORMAN’S BLOOD STREET EXTENSION TRAVEL TRAILER. NO ONE IS LIVING IN IT AND HE IS GETTING RID OF SOME RECYCLABLE ITEMS ON HIS PROPERTY. MARK SIGNED A BUILDING PERMIT FOR BOB SARGENT ON COUNTY ROUTE 23 AND ROUTE 40 FOR A DECK THAT HE INSTALLED. MARK CALLED PETE NARKAVITZ REGARDING A TREE CRUSHED TRAVEL TRAILER THAT NEEDS TO BE REMOVED FROM PROPERTY HE OWNS ON ROUTE 40 ACROSS FROM CURT’S AUTOBODY. HE SAID IT WILL BE REMOVED AS SOON AS POSSIBLE. MARK SAID THAT HE SPOKE TO JOHN WARD AND THEY ANTICIPATE VISITING THE SHIELDS CLEANUP ON THEIR PROPERTY LOCATED ON WARREN ROAD AND ALSO VISITING THE TAMMI WILLIAMS HAYES WAY PROPERTY CLEANUP. SUPERVISOR HAFF EXPRESSED CONCERN THAT IN THE ORIGINAL WASHINGTON COUNTY ORDER TO REMEDY ALL OWNERS, INCLUDING TAMMI WILLIAMS WERE NOT LISTED. MARK SAID THAT HE WENT TO THE COUNTY AND ADVISED THEM ALL OF THE OWNERS FOR THE PROPERTY. COUNCILMAN DILLON SAID THAT HE ADVISED TAMMI WILLIAMS THAT ENCON IS GETTING INVOLVED WITH THE HAYES WAY PROPERTY CLEANUP. MARK DISCUSSED THE PHILIP GIBSON PROPERTY ADDITION AND NOTICE OF REMEDY CLEANUP ON STATE ROUTE 196. MARK SAID THE COUNTY IS SATISFIED WITH THE CLEANUP OF THE EQUIPMENT AND EQUIPMENT PARTS. THERE WAS FURTHER DISCUSSION REGARDING FARM EQUIPMENT AND FARM OPERATION EXEMPTIONS AND THE TOWN’S RIGHT TO FARM LAW.

COUNCILWOMAN BEECHER DISCUSSED THE NUMBER OF PEOPLE WHO RESIDE ON THE TIMOTHY AND POLLY SHIELDS PROPERTY ON WARREN ROAD AND CONCERN WHERE THESE PEOPLE ARE ACTUALLY LIVING – IN THE TRAVEL TRAILER OR SHACKS LOCATED BEHIND THE RESIDENCE. MARK SAID THAT HE HAS INVESTIGATED THE TRAVEL TRAILER AND SHACKS – HE WILL INVESTIGATE THE ISSUE AGAIN WITH JOHN WARD.

RESOLUTION NO. 15124

HISTORIAN REPORT
MIKE ARMSTRONG SAID HE TOOK PICTURES OF THE EXISTING OLD CEMETERY VAULT TREES AND THE JAKEWAY CEMETERY FENCING. GREG BROWN ANTICIPATES REMOVING THE TREES TO HELP MAINTAIN THE VAULT STRUCTURE AND REPAIR THE JAKEWAY FENCING. MIKE ALSO TOOK PICTURES OF THE HISTORIC HOME THAT RECENTLY BURNT ON BEE SKEPT LANE.
