SUPERVISOR HAFF SAID THAT THE TOWN HAD RECEIVED A COMPLAINT LETTER FROM THE HEDINS REGARDING THE CONDITION OF BALDWIN CORNERS ROAD.

ECONOMIC DEVELOPMENT INFORMATION
SUPERVISOR HAFF SAID THAT THE CELL TOWER LOCATED ON DICK HILL ROAD IS COMPLETE AND THAT THE OWNER OF THE TOWER, HORVATH COMMUNICATIONS, IS LOOKING FOR OTHER CARRIERS, IN ADDITION TO VERIZON, THAT MAY WANT TO BE PUT ON THE TOWER TO PROVIDE SERVICE.

COUNTY INFORMATION
SUPERVISOR HAFF SAID THAT WASHINGTON COUNTY IS PLANNING TO HOLD A HOUSEHOLD HAZARDOUS WASTE COLLECTION DAY AT THE ANNEX BUILDING IN FORT EDWARD. THE TENTATIVE DATE WILL BE SATURDAY, NOVEMBER 11, 2017 FROM 9AM – 1PM. THE COUNTY IS WAITING FOR VERIFICATION THAT DEC WILL BE CONTRIBUTING $20,000 TOWARD THE EXPENSE.

FORECLOSURE LIST
SUPERVISOR HAFF SAID THAT THE COUNTY HAS ISSUED THE FIRST FORECLOSURE LIST SHOWING PEOPLE WHO DID NOT PAY THEIR 2016 TOWN/COUNTY TAXES. HE EXPLAINED THAT IF SOMEONE HAS NOT PAID 2016 TOWN/COUNTY TAXES IN JANUARY 2017 THEY ARE 1 YEAR LATE. SO THIS COMING JANUARY 2018 THEY WILL BE 2 YEARS LATE. HE SAID THAT BASED ON THIS TREND, IF SOMEONE HAS NOT PAID THEIR 2016 BILL THEY WILL MOST LIKELY BE 3 YEARS LATE AND NOT PAY THE JANUARY 2018 BILL AND THE COUNTY WILL THEN FORECLOSE ON THE PROPERTY IN JUNE 2018. SUPERVISOR HAFF SAID THAT IF SOMEONE PAYS 2017 OR 2018 TAXES BUT DID NOT PAY 2016 THE COUNTY WILL STILL FORECLOSE BASED ON THE OLD DELINQUENCY. SUPERVISOR HAFF SAID THAT HE NOTICED THAT WESTERN SLATE WAS LISTED – HE SUGGESTED THAT THE TOWN AND YOUTH COMMISSION GET THE SLATE DUST THAT WAS PREPAID BEFORE THIS PARCEL IS POSSIBLY FORECLOSED.

ENLISTMENT CENTER / MUSEUM BIDS
SUPERVISOR HAFF SAID THAT THE TOWN HAS RECEIVED A $50,000 STATE GRANT FOR REHABILITATION WORK ON THE ENLISTMENT CENTER AND MUSEUM. HE SAID THAT HE HAS RESIGNED SOME PAPERWORK IN BLUE INK PER THEIR REQUEST SO THAT THEY CAN DETERMINE IT IS ORIGINAL NOT A COPY. HE SAID THAT THE ATTORNEY FOR THE TOWN, JEFF MEYER IS STILL WORKING WITH ELLIS INC. REGARDING THE CONTRACT BID SPECIFICATIONS. SINCE THIS CONTRACTOR IS LOCATED IN VERMONT THEY WILL NEED TO ABIDE BY NEW YORK STATE LABOR REQUIREMENTS ETC.

UPPER FIELD PROJECT UPDATE
RUSSELL WADE SAID THAT HE HAS BEEN WORKING WITH HIS BACKHOE ON THE YOUTH COMMISSION UPPER FIELD PROJECT. RUSSELL SAID THAT THE YOUTH COMMISSION WOULD LIKE TO APPROVE BACKSTOP QUOTE FOR THE UPPER FIELD SIMILAR TO THE ONE THE HARTFORD CENTRAL SCHOOL RECEIVED FROM TOWN & COUNTRY FENCING FOR THE VARSITY GIRLS SOFTBALL FIELD IN THE AMOUNT OF $7,650.00. RUSSELL SAID THAT IF THE HARTFORD CENTRAL SCHOOL APPROVES THE WORK HE IS GOING TO ASK FOR A BETTER PRICE FROM THE CONTRACTOR SINCE THEY WILL BE DOING 2 AT THE SAME LOCATION. COUNCILWOMAN BEECHER ASKED ABOUT THE GRASS. RUSSELL SAID THAT THEY WILL BE LOOKING TO HAVE THE BACKSTOP INSTALLED IN THE SPRING AFTER THE GRASS ISSUE IS ADDRESSED.

RENEW CURRENT RETIREE HEALTH INSURANCE PLAN
SUPERVISOR HAFF EXPLAINED THAT THE RENEWAL OF THE CURRENT RETIREE HEALTH INSURANCE PLAN WILL BE A 2.94% INCREASE IN THE PREMIUM TO $321.70 PER MONTH EFFECTIVE 1/1/18. THE TOWN PAYS 50% OF THE PREMIUM AND THE EMPLOYEE PAYS THE OTHER 50% OF THE PREMIUM. HE REQUESTED THAT THIS ISSUE BE TABLED UNTIL NOVEMBER TO BE SURE THAT THE TOWN CAN CONTINUE WITH THIS PLAN SINCE THERE IS ONLY 1 MEMBER NOW.

COLD WAR VETERAN’S EXEMPTION
SUPERVISOR HAFF SAID THAT THE TOWN HAS A COLD WAR VETERANS EXEMPTION LOCAL LAW THAT WAS PASSED IN FEBRUARY 2008 THAT STATES THE EXEMPTION WAS TO BE GRANTED FOR 10 YEARS. IF THE TOWN WISHES TO KEEP THIS EXEMPTION, THE TOWN WILL NEED TO PASS A NEW LOCAL LAW THAT INCORPORATES THE PERIOD OF TIME TO NO LONGER HAVE A TEN YEAR LIMITATION. SUPERVISOR HAFF ASKED LAURA CHADWICK, DIRECTOR OF WASHINGTON COUNTY REAL PROPERTY TAX SERVICES IF THE TOWN WOULD NEED TO ALSO CHANGE THE LIMITS OF THE EXEMPTION. LAURA SAID THAT THE LIMITS ARE CONSISTENT WITH OTHER TOWNS AND THE COUNTY AS WELL. SUPERVISOR HAFF SAID THAT HE CONTACTED JOHN ASPLAND’S FIRM ASKING THEM TO DRAFT A NEW LOCAL LAW. HE ASKED THE TOWN BOARD TO CONSIDER THIS LOCAL LAW AND IF THEY WOULD LIKE TO CONTINUE OFFERING THIS EXEMPTION, A PUBLIC HEARING WILL BE SET AT THE NOVEMBER TOWN BOARD MEETING FOR DECEMBER.

YOUTH COMMISSION REPORT
RON SMITH SAID THEY HAVE BEEN FINISHING UP THEIR SOCCER SEASON. SETTING DATES FOR BASKETBALL SIGNUPS. SUPERVISOR HAFF SAID THAT AMBER LINDGREN HAD CALLED HIM REGARDING CAROLINE BURCH HAVING MISSED 3 YOUTH COMMISSION MEETINGS IN A ROW. THE YOUTH COMMISSION BYLAWS STATE THAT IF 3 CONSECUTIVE MEETINGS ARE MISSED THEN THE YOUTH COMMISSION SHALL RECOMMEND TO THE TOWN BOARD THAT ACTION BE TAKEN TO REMOVE THAT PERSON. AMBER THINKS THAT CAROLINE WANTS TO REMAIN ON THE YOUTH COMMISSION BUT HAS HAD SOME HEALTH ISSUES. SUPERVISOR HAFF SAID THAT HE WOULD LIKE TO TABLE ANY OFFICIAL DECISION UNTIL HE IS ABLE TO REACH OUT TO CAROLINE REQUESTING SHE SEND SOMETHING OFFICIAL REQUESTING SHE STAY ON THE COMMISSION OR IF SHE WANTS TO BE REMOVED.
RESOLUTION NO. 17165

HARTFORD VOLUNTEER FIRE COMPANY REPORT
SUPERVISOR HAFF SUMMARIZED THE HARTFORD VOLUNTEER FIRE COMPANY REPORT. SUPERVISOR HAFF SAID THAT THE FIRE COMPANY HAS PROVIDED THE TOWN WITH THEIR 2016 FINANCIAL STATEMENT AND ACCOUNTS REPORT. THEY ALSO PROVIDE THE 2016 990 TAX RETURN AS WELL AS THE CURRENT BALANCE SHEET FOR 2017. ALL OF THESE DOCUMENTS ARE AVAILABLE FOR REVIEW AT THE TOWN CLERK’S OFFICE.
RESOLUTION NO. 17166

HIGHWAY SUPERINTENDENT REPORT
GREG BROWN SAID THAT HE HAS RECEIVED REQUESTS FROM CITIZENS SO HE WOULD LIKE TO SEND A 45 MPH SPEED LIMIT REQUEST TO WASHINGTON COUNTY FOR THE STATE TO DO A SPEED LIMIT STUDY FOR WARREN ROAD, COACH ROAD AND GIBBS ROAD.

WHEREAS, THE HIGHWAY SUPERINTENDENT RECOMMENDS THE REDUCTION OF THE SPEED LIMIT TO 45 MPH ON WARREN ROAD, COACH ROAD AND GIBBS ROAD AND
WHEREAS, THE TOWN BOARD ACKNOWLEDGES THE REQUEST AS A POTENTIAL HEALTH, SAFETY AND WELFARE ISSUE,
NOW, THEREFORE, BE IT RESOLVED, THAT THE TOWN BOARD HEREBY SUPPORTS EFFORTS TO REDUCE THE SPEED LIMIT ON WARREN ROAD, COACH ROAD AND GIBBS ROAD IN THE TOWN OF HARTFORD; AND
BE IT FURTHER RESOLVED, THAT, THE TOWN BOARD OF THE TOWN OF HARTFORD REQUESTS THE DEPARTMENT OF TRANSPORTATION, PURSUANT TO SECTION 1622.1 OF THE VEHICLE AND TRAFFIC LAW, TO INVESTIGATE AND SUPPORT A 45 MPH MAXIMUM SPEED AT WHICH VEHICLES MAY PROCEED ON WARREN ROAD, COACH ROAD AND GIBBS ROAD IN THE TOWN OF HARTFORD.

GREG SAID THAT HE RECEIVED A CALL FROM THE HUDSON FALLS BURN PLANT REGARDING THE TOWN’S TRASH POLICY CONTRACT WITH THEM. SINCE THE TOWN DOES NOT DO MUCH WITH THEM THEY WERE LOOKING TO CANCEL THE CONTRACT. GREG SAID THAT HE WILL TRY TO GET IT IRONED OUT WITH THEM SO THAT THE TOWN CAN STILL BRING CLEAN UP DAY TRASH TO THAT LOCATION. GREG SAID THAT THE HIGHWAY CREW WILL BE WORKING ON REMOVING SOME TREE BRANCHES AND BRUSH AT THE BAPTIST CHURCH AND OLD PARSONAGE.

GREG SAID THAT HE WILL BE WORKING ON THE HANDICAP RAMP SOMETIME SOON NOW THAT THE SCHOOL TAX COLLECTION WILL BE SLOWING DOWN. SUPERVISOR HAFF ASKED WHEN THE OLD CASE TRACTOR AND BROOM ARE STILL HERE AND HE ASKED WHEN IT WILL BE SOLD. GREG SAID THAT HE HAS BEEN USING IT TO CLEAN UP ON BALDWIN CORNERS ROAD BUT WILL BE LISTING IT FOR SALE ON AUCTIONS INTERNATIONAL SOON.
RESOLUTION NO. 17168
ON MOTION OF SUPERVISOR HAFF, 2ND BY COUNCILWOMAN BEECHER, THE FOLLOWING RESOLUTION WAS ADOPTED 3 AYES, 0 NAYS, 2 ABSENT (DILLON, DEYOE). VOTING AYE, SUPERVISOR HAFF, COUNCILWOMAN BEECHER AND COUNCILWOMAN FOOTE.
RESOLVED THAT THE HIGHWAY SUPERINTENDENT REPORT BE ACCEPTED.

ENFORCEMENT OFFICER REPORT
MARK MILLER SAID AWHILE BACK HE CONTACTED STEVE SMITH, WASHINGTON COUNTY CODE ENFORCEMENT REGARDING A SWIMMING POOL ON STATE ROUTE 196. STEVE CONTACTED THEM ABOUT THE POOL AND AT THE SAME TIME DISCOVERED THAT THE OWNERS NEVER OBTAINED AN LRCC2 FOR THE INSTALLATION OF THE HOME EITHER. SO WASHINGTON COUNTY HAS SENT LETTER FOR COMPLIANCE FOR BOTH ITEMS. MARK SAID THAT THE HOUSE ON GIBSON ROAD IS BEING RENOVATED. MARK SAID HE SIGNED AN LRCC2 FOR VERNON CARABEAU ON POPE HILL ROAD. HE SIGNED A BUILDING PERMIT FOR ANGIE SEVERANCE ON SLATE WAY FOR A GARAGE. HE SIGNED A LRCC2 FOR TIM CASEY SOLAR ON SKYVIEW MEADOWS. MARK SAID THAT 166 BAKER ROAD ANDREW AND JAMES NORMAN PROPERTY. THERE ARE NOW FORECLOSURE STICKERS ON THE PROPERTY AND CARRINGTON HOME SOLUTIONS WILL BE DOING CLEANUP AND MAINTENANCE.

SUPERVISOR HAFF PROVIDED THE TOWN BOARD WITH PHOTOS OF THE CONDITION OF THE 166 BAKER ROAD PROPERTY. HE SAID HE HAS BEEN IN CONTACT WITH JIM BUXTON, WASHINGTON COUNTY CODE REGARDING THIS PROPERTY. SUPERVISOR HAFF SAID THAT NYS HAS RECENTLY CHANGED THE LAW ON BANK FORECLOSURE PROPERTIES. HE SAID IN THE OLD DAYS WHEN THE BANK FORECLOSED THE BANK SAID THEY DON’T OWN THE PROPERTY YET UNTIL THEY FINISHED FORECLOSURE WHICH COULD TAKE UP TO 5 YEARS. THE NEW LAW SAYS THAT ONCE THE PROPERTY IS DEEMED TO BE ABANDONED, THEN THE BANK IS REQUIRED TO MAINTAIN THE PROPERTY. THE MORTGAGE SERVICER IS REQUIRED TO KEEP IT UP. HE SAID THAT THERE IS A STICKER THAT DETERMINED THIS PROPERTY AS ABANDONED. SO NOW THERE IS A PHONE NUMBER FOR THE NYS DEPARTMENT OF FINANCIAL SERVICES THAT CAN BE CALLED TO REPORT ZOMBIE PROPERTIES WHICH SHOULD SPEED UP THE PROCESS. SUPERVISOR HAFF SAID HE FEELS

THAT THE TOWN SHOULD BY PASS THE PROPERTY MAINTENANCE COMPANY AND GO RIGHT TO THE MORTGAGE SERVICER. HE DOWNLOADED A STEP BY STEP GUIDE INCLUDING PHONE NUMBERS ETC. HE SAID THAT THERE IS ANOTHER ADJACENT PARCEL BEHIND THIS PARCEL THAT HAS BEEN MADE INTO A DUMP. THERE WAS FURTHER DISCUSSION REGARDING THE STEPS TO REPORT THIS ISSUE ETC.

HISTORIAN REPORT
MIKE ARMSTRONG SAID THAT HE PARTICIPATED IN THE WASHINGTON COUNTY HISTORICAL SOCIETY SPONSORED HISTORY FAIR AT THE HARTFORD CENTRAL SCHOOL ON SATURDAY, SEPTEMBER 30, 2017. PETER SWANO AND SUPERVISOR HAFF SAID THAT THEY HEARD NOTHING BUT GOOD COMMENTS ON THE EVENT FROM THE ORGANIZERS. THE MUSEUM WAS OPEN THAT WEEKEND AS WELL. PETER SWANO SAID THAT HE ATTENDED A MEETING WITH THE SONS OF THE UNION VETERANS OF THE CIVIL WAR – THEY ARE A NATIONAL GROUP SIMILAR TO THE AMERICAN LEGION THAT SUPPORTS CIVIL WAR GRAVES AND FLAGS ETC. THIS GROUP WOULD LIKE TO GIVE US AN ILLUMINATED FLAGPOLE AND DONATION PLAQUE FOR IN FRONT OF THE MUSEUM . THIS GROUP WILL INSTALL IT, MAINTAIN IT AND PROVIDE FLAGS.

SUPERVISOR HAFF ASKED WHAT OTHER WORK BESIDES THIS BACKSTOP AND INFIELD SLATE DUST WILL BE COMPLETED THIS FALL. RUSSELL SAID NO OTHER FENCING OR ANYTHING THAT WILL EXCEED THE $2500 BID THRESHOLD.
