TOWN OF HARTFORD PLANNING BOARD MEETING

JEFFREY MEYER, ATTORNEY FOR THE TOWN

CHAIRMAN SWEZEY OPENED THE MEETING AT 7:00 P.M.

MOTION MADE BY HOLMES SECOND BY MOORE TO APPROVE THE MINUTES OF THE MARCH 22, 2011.  MOTION WAS APPROVED UNANIMOUSLY.

CHURCHILL HOME BUSINESS
GLEN CHURCHILL APPEARED BEFORE THE BOARD ADVISING THAT HE HAS BEEN SELLING WARD MEMORIALS PART TIME SINCE 1987 AT HIS RESIDENCE ON THE CORNER OF COUNTY ROUTE 23 AND WRIGHT ROAD.  ATTORNEY FOR THE TOWN, JEFF MEYER SAID THAT HIS COPY OF SITE PLAN REVIEW BEGAN IN HARTFORD IN 2007.  THE BUSINESS IN SOUTH GLENS FALLS HAS CLOSED AND EVERYTHING HAS BEEN MOVED TO THE HARTFORD LOCATION AND THE BUSINESS IS WORKING ON A MORE FULL TIME BASIS NOW.  ON MOTION OF STOKEM SECOND BY GIBSON TO APPROVE THE ACTIVITY AS EXEMPT HOME BUSINESS.  MOTION WAS APPROVED UNANIMOUSLY BY ROLL CALL VOTE.

11-02 GIBSON BOUNDARY LINE ADJUSTMENT
JANE GIBSON AND HER SON DALE GIBSON APPEARED BEFORE THE BOARD PROPOSING A BOUNDARY LINE ADJUSTMENT FROM AN EXISTING 1.00 ACRE PARCEL (151.-2-15) OWNED BY JANE GIBSON LOCATED ON WASHBURN HILL ROAD TO BE JOINED WITH APPROXIMATELY +-1.08 ACRE PORTION FROM AN EXISTING 249.10 ACRE PARCEL (151.-2-14) OWNED BY RAYMOND BARDIN, BYRON BARDIN, LOUISE BARDIN AND JANE GIBSON PARCEL.  THERE WAS DISCUSSION REGARDING DEEDS AND CLEAR TITLE.  ATTORNEY FOR THE TOWN, JEFF MEYER SAID THAT THE COUNTY WILL NOT BE ABLE TO FILE THE ADJUSTMENT IF THINGS ARE NOT PROPERLY SIGNED BY ALL THE OWNERS.  HE SAID THAT SEPARATE FROM WHAT THE TOWN IS LOOKING AT, JANE CANNOT PROPERLY OWN THE PROPERTY WITHOUT THE WIDOW OF BYRON BARDINS’ SIGNATURE.  RELATIVE TO THIS BOARD, BASED ON THE INFORMATION PRESENTED YOU HAVE AN INCOMPLETE APPLICATION.  JANE SAID SHE WILL TRY TO OBTAIN THE SIGNATURE AND RETURN TO THE NEXT MEETING TO GET THROUGH THE PLANNING BOARD.  BUT TO CLEAR THE TITLE THEY NEED TO SETTLE THE ESTATE WITH THE DEEDS ETC.

ALLEN HOME BUSINESS
MIKE SWEZEY SAID THAT HE SPOKE WITH SHERRY ALLEN IN REGARDS TO WHAT HER HOME BUSINESS INTENTIONS ON NORTH ROAD.  SHE AND HER FATHER, RIP ALLEN LIVE ABOVE A RETAIL, CRAFT STORE LOCATED IN THE BASEMENT.  ON MOTION OF STOKEM SECOND BY MOORE TO APPROVE THE ACTIVITY AS EXEMPT HOME BUSINESS.  MOTION WAS APPROVED BY ROLL CALL VOTE WITH HOLMES VOTING NO.

BURCH HILL FORESTRY
GARY BURCH SAID THAT HE RUNS BURCH HILL FORESTRY OUT OF HIS HOUSE.  HOLMES SAID THAT HE BELIEVES HIS BUSINESS IS CLASSIFIED AS A CONSULTANT AND HE PERFORMS PROFESSIONAL SERVICES.  IT WAS DISCUSSED.  ON MOTION OF HOLMES SECOND BY MOORE TO APPROVE THE ACTIVITY AS EXEMPT HOME BUSINESS.  MOTION WAS APPROVED BY ROLL CALL VOTE WITH BURCH ABSTAINING.

MOTION MADE BY STOKEM SECOND BY GOLDSTEIN TO ADJOURN MEETING.  MOTION WAS APPROVED UNANIMOUSLY.  MEETING ADJOURNED AT 7:38 P.M.
