This notice is issued pursuant to Part 617 of the implementing regulations pertaining to Article 8 of the Environmental Conservation Law, commonly known as the State Environmental Quality Review Act.
A Draft Generic Environmental Impact Statement (GEIS) has been completed and accepted for the proposed action described herein. Comments on the Draft GEIS and proposed Comprehensive Plan are requested and will be accepted by the Town Clerk of the Town of Hartford until the close of business on July 30, 2010 or ten days after the close of the public hearing, whichever is later.
PLEASE TAKE NOTICE that a public hearing will be held by the Town Board of the Town of Hartford on July 13, 2010 at 7:00 p.m. at the Offices of the Town of Hartford, 165 County Route 23, Hartford, New York, to discuss the Draft GEIS and the proposed Comprehensive Plan for the Town of Hartford.
Name of Action: Proposed adoption of the Comprehensive Plan for the Town of Hartford
Description: The proposed action consists of several related steps that collectively constitute adoption of a revised Comprehensive Plan intended to address the existing and anticipated future needs of the Town of Hartford. It is intended that the Comprehensive Plan will guide the town’s efforts in land use planning, development review, the provision of public facilities and services, environmental protection, economic development and land conservation. The Draft GEIS was prepared in conjunction with and attached to the town’s revised Comprehensive Plan. The proposed action is intended to address the current and future needs of the Town of Hartford. The plan itself does not commit the Town of Hartford or any other public or private entity to any particular course of action or require taking any action at all. The plan details twenty-four (24) different goals and proposes sixty-nine (69) different strategies for accomplishing these goals. The proposed action examined the various needs including but not limited to housing, economy, transportation, infrastructure and energy, community resources, agriculture, historic and scenic resources, natural resources, and land use and character. The proposed action is envisioned to be implemented though various town laws, through town participation in state and federal regulatory processes and through the town’s approach to raising and spending public funds.

Potential Environmental Impacts:
The proposed action may result in environmental impacts, as it seeks to promote new development that is consistent with and enhances the town’s natural, cultural and agricultural resources. The proposed action will not result in the approval of any development activity, either private or public. The proposed action may result in impacts on land, air, open space, recreation, aesthetic resources, transportation, growth, and character of the community. The DEIS indicates that the proposed action will not have an adverse environmental impact on the town. The DEIS, did not and could not, evaluate potential site-specific impacts that may result from development and individual proposals will need to be reviewed in detail at that time. The DEIS notes that the proposed action is expected to have a beneficial impact on the community over time.
